Position   -   operational manpower planning and control manager   -    located in saudi arabia

The operational manpower planning manager is responsible for managing the operations and activities of operational manpower planning function including resources demand, resources supply, resources gaps, and resources monitoring and coordination with customers.

Key accountabilities:

Ensure the effective achievement of operational manpower planning department objectives through the leadership of operational manpower planning department – setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximise subordinate and departmental performance.

Direct the development and oversee the implementation of operational policies, procedures and controls covering all areas of operational manpower planning activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.

Communicates the operational manpower planning department guidelines and processes to employees and ensures clear understanding of these guidelines.

Identify manpower resources opportunities and ensure consistency with the company needs and in line with business development future opportunities.

Oversee the status of manpower resources throughout the company's projects.

Review the demand and supply analysis developed for the company's projects requirements in coordination with project managers and the technical and operations department heads to allocate manpower availability and recommend for potential customers.

Coordinate the manpower movements between projects and customers for certain task and duration and ensures task completion.

Asses the current utilization rate of manpower and assess the unutilized manpower, in order to plan manpower contracts with potential third-parties and clients.

Arranges manpower mobilizations and demobilizations in coordination with customers.

Reviews the resources utilization reports and discusses issues and recommendations with clients.

Conducts performance evaluation processes for the manpower planning department employees to cover objective settings progress performance meetings and performance appraisals.

Ensures the adherence of the operational manpower planning department employees to the company's guidelines policies and processes.

Ensure compliance to all relevant safety, quality and environmental management procedures and controls across operational manpower planning division to guarantee employee safety, legislative compliance, delivery of high quality service and a responsible environmental attitude.

Communications & working relationships:

- internal:

All direct reports and other operations & maintenance departmental managers on an ongoing basis to remain updated of progress versus individual and functional targets and to be notified of any operational incidents.

Weekly meetings with operations and maintenance manager to discuss manpower availability and critical delivery issues.

By-weekly meetings with manager, hr development & training to discuss performance, training and recruitment issues.

- external:

Frequent interaction with customers to determine their manpower needs.
Position Requirements
Skills / Industry Qualifications Required:QUALIFICATIONS, EXPERIENCE & SKILLS:

Minimum Qualifications:
University degree in Engineering.
       Master’s Degree in a relevant field (Engineering) is preferred.
Attendance of relevant post graduates courses.

Minimum Experience:
10 years’ Manpower management experience in a large industrial organisation.
7 years man-management experience in an EPC environment.
Project management experience.

Job-Specific Skills:
In-depth and detailed understanding of how to manage resources.
Ability to collect and analyze utilization reports.
Experience of ERP manpower modules and how they can be used to improve manpower utilization.
Education Level Required:Bachelor
Experience Required to qualify for consideration:10 to 15 Years
