Serve as the senior Site Representative in all matters related to management of construction time, cost and quality.
Coordinate the work of all site operations.
Develop and implement contract administration, policies and procedures.
Develop, implement and monitor personnel administration policies and procedures.
Review contractor's pay requests and issue payment certificates.
Receive all Requests for Information (RFI's) from the contractors and site offices and direct them to qualified staff and/or Designer for response. Review the responses for adequacy.
Assist in reviewing contractor's change order proposals. Prepare recommendations to Steering Committee for change order approval, if warranted, all in conjunction with the designated QS. Assist in negotiations with contractors regarding changes in contract value or project duration.
Review contractor's claims. Prepare recommendations to Steering Committee for claims approval or rejection. Negotiate with contractors regarding the value of claims or changes in schedules.
Monitor the contractor's progress and prepare progress reports on a monthly basis. Preside at weekly review, monthly and other progress meetings held at the site. Review the contractor's progress. Help resolve deficiencies. Prepare and distribute minutes of meetings.
Review the startup, testing, final commissioning activities.
Participate in the final inspection of the work. Review the adequacy and accuracy of punch lists. Monitor final completion of the work. Recommend acceptance of the completed work to Steering Committee.
Review as-built drawings and the O&M manuals for accuracy and adequacy prior to submission to Steering Committee.
Enforce the provisions of the contract documents during the contractors' warrantee period.
Issue substantial completion certificates.
