The Company
Our Client is building an enterprising and vibrant new entity. The Alberta Utilities Commission (AUC) is an independent and quasi-judicial agency that oversees the activities of regulated companies involved in Alberta’s utility industries. Emerging issues such as the development of competitive markets and growing complexity of situating facilities will mean an expansion of the AUC’s mandate.
The Function
The Senior Engineer – Pipelines will be responsible for the technical review and processing of gas utility pipeline applications, including the development of procedures, policies and protocols for pipeline technical and operational processes. They are also responsible for the development of procedures that support compliance with AUC technical and operational requirements, and AUC Decisions and Approvals.
Responsibilities/Duties:
-Liaise with industry, Government and other stakeholders in committees and initiatives tasked with developing recommendations related to operational practices and regulatory requirements.
-Conduct technical analyses of proposed projects, and alternatives to those projects, in whole, or in part.
-Identify deficiencies in applications and prepare questions to enable the proponent to provide additional information.
-Coordinate and participate fully at AUC public hearings as required.
-Participate in the preparation of decision reports and approvals, in conjunction with other AUC staff and Commission Members.
-Liaise with Rates, Operations, Surveillance, and Compliance staff in the AUC and ERCB with respect to gas utility pipeline matters to ensure that all regulatory requirements are fulfilled.
-Mentor junior staff with respect to skills development. |
| Skills Required: |
-An Engineering degree; P.Eng.
-5-10 or more years related experience (operating experience in the gas pipeline industry a definite benefit).
-An understanding of the pipeline regulatory framework in Alberta and issues related to the pipeline industry.
-In depth, detailed knowledge of applicable codes such as CSA Z662, ASME B31, NACE ECDA and SCCDA
-Self-discipline and self-motivation, with special attention to detail and technical accuracy.
-Strong skills in the evaluation of large and medium scale project economics.
-Excellent technical, analytical, and project management skills.
-Commitment to a team approach and is able to work independently within a team environment.
-Proficiency in the use of software such as MS Excel, MS Word and MS Project, Internet. |
