Job Description: This leading Organisation is seeking a Head of Information Systems – Clinical Systems for a permanent role based in Qatar.

The Head of Clinical Systems section will serve as project manager of the implementation team responsible for planning, developing, and deploying clinical systems. Work closely with the Applications Development, Data Warehousing and the Infrastructure sections to coordinate directions and activities of enterprise application initiatives.

Work directly with business users to determine opportunities for improving solutions. Serve as the HIS department liaison between clinical software vendors and other departments/users.

• Provide leadership in identifying areas of new clinical applications, integration of existing and replacement of older applications to improve information access and delivery.
• Ensure proper utilization of resources as per the Information Technology Strategy.
• Ensure effective issue, risk and change management procedures to remove project obstacles and ensure high productivity.
• Benchmark outside health organizations and research firms to identify and evaluate best practices.
• Responsible for performance improvement of the section with regards to quality of clinical processes and performance of software applications.
• Ensure development and maintenance of specifications and documentation.
• Responsible for relationship management with external vendors for clinical applications.
• Provide relevant input into HIS planning, program and service development, legal and regulatory issues.
• Develop and implement HIS operational plan for clinical applications areas.
• Responsible for the process of testing and quality control for software developed / maintained by HIS.
• Direct the end-to-end delivery of projects and institutionalizing the use of methodologies to achieve project objectives and deliverables.
• Direct the application development, maintenance and support teams delivering cost effective technology solutions.
• Work with other HIS sections to ensure continuous improvement in quality of software and hardware developed and implemented
• Responsible for ensuring adequate technical support for administrative applications.


Education and Experience:

Bachelor Degree in Computer Science, MIS or a related field (Masters Degree preferred)
Minimum of 10 years experience in IT with concentration on clinical systems (Radiology, Cardiology, Laboratory, PACS, etc.)

Knowledge, Skills and Abilities:

• Experience working with iterative software development methodologies.
• Set project budgets and schedules, coordinate with other department heads / managers, build standards, prepare and review RFI / RFP / vendor proposals when needed.
• Work as a department liaison between software vendors, IT, and other departments/users.
• Responsible for scheduling resources and executing tasks against plans in the context of the Software Development Life Cycle, Project Management Processes, Change Management and other IS processes.
• Partner with other HIS groups to ensure communication and resource requirements are effectively coordinated for priority initiatives.
• Work closely with business partners to ensure business needs are met and strong working relationships are maintained.
• Work with many different resources across the HIS sections to support team initiatives.
• Participate in the recruitment and hiring of new associates.
• Maintain up-to-date knowledge of information systems technology to continually improve applications and information systems processes.
• Provide senior management with analysis of current applications, information systems processes, etc.
• Excellent communication and collaboration skills with the ability to effectively manage and facilitate large cross-functional tasks and projects
• Project management experience with skills for managing large, cross-functional project teams.
