Transportation Planner
Requirements:
• traffic count, traffic forecast, traffic planning experience not less than 5 years
• Good commands of Azeri, English and Russian
Responsibilities:
• Develop, administer, and enforce transportation planning, design and traffic operations, goals, policies, and procedures;
• review City codes and ordinances and recommend appropriate additions or deletions concerning traffic engineering problems;
• conduct field surveys and supervise and participate in the work of collecting, tabulating, and analyzing traffic information such as traffic flow and hazardous traffic situations;
• prepare construction plans, contract specifications, estimate and report pertaining to the construction, maintenance, and operation of traffic engineering facilities;
• prepare requests for proposals and contracts for consulting services;
• reviews and checks plans of consulting engineers and private contractors;
• coordinates and performs the construction inspection of assigned projects;
• ensure conformance with contract plans, specifications, and applicable codes;
• make technical engineering decisions;
• approve progress payments and change orders as needed;
• coordinate engineering assignments involving traffic circulation design, traffic safety studies, geometric design of streets and interchanges, urban transportation studies, new and revised traffic signals and street lighting systems;
• develop criteria for determining the need for signalizing, channelizing, pavement markings, stop signs, traffic islands, and related traffic control features;
• conducts speed surveys, travel time, and delay surveys;
• perform site distance studies, accident analysis, and traffic warrant studies;
• supervise, train and evaluate assigned staff;
