Job Description: WPRS are actively recruiting for a Human Resources Services Manager for a permanent role based in Qatar.

The Human Resources Services Manager is responsible for overseeing the human resource functions of the Centre which includes (1) manpower planning; (2) recruitment and selection; (3) training and development; (4) compensation and benefits; (5) employee housing scheme; (6) employee relations and; (7) performance management.

He / she shall plan and direct programmes and procedures for effective management of the Centre’s human resources so as to attract, retain and develop skills in support of the Centre’s strategic and operational objectives. He / she shall also plan, develop and implement a training and HRD programme to enhance competencies and skills to support international best practices.

The Human Resources Services Manager shall also support a culture of teamwork and cohesiveness, service and quality through its operations framework and training programmes.

Major Duties And Responsibilities:

1 Provides leadership to, and manages the Human Resources Division of, the Centre.

2 Develops objectives, strategies, plans, policies and programmes in the areas of manpower planning; recruitment and selection; training and development; compensation and benefits; housing; employee relations and performance management.

3 Plans and reviews the manpower requirements for the operations of the Centre.

4 Develops, implements and reviews the employment terms, compensation and benefits for all categories of employees.

5 Ensures timely and proactive recruitment of staff to support the services and development of the Centre.
6 Plans and implements a system of performance management.

7 Plans and implements programmes for career development, talent management, and succession planning to support the continual growth of the Centre.

8 Serves as an internal resource for advisory services with respect to labour and immigration laws, regulations, policies and guidelines on manpower engagement.

9 Plans, implements and evaluates human resource development objectives, policies, processes, programmes and best practices that will support the enhancement of the Centre’s staff base.

10 Directs and co-ordinates the Learning Needs Analysis, and formulation of the Total Learning Plan for the Centre on an annual basis.

11 Designs, implements and evaluates induction and training programmes to enhance the capabilities of the Centre.

12 Plans, implements and evaluates an employee relations programme such as determination of core values, staff events, employee surveys, communications, etc to foster a culture of teamwork, service and quality.

13 Develops and reviews human resource policies and procedures to meet the needs of the organisation.

14 Develops and manages the annual HR plans and budget and ensures that programmes are implemented according to set targets.

15 Maintains professional growth and development through the ongoing process of training and HRD activities.

16 Participates in committees as assigned.

17 Assumes any other responsibilities as directed by the Chief Operating Officer within the scope of the Human Resource Senior Manager.


To apply for the role you will hold a Degree in Human Resource Management (or equivalent) and at least 3 years of management experience in a healthcare organisation
