| Job Description: |
My client is a major developer and they are looking for a Project Manager to be based in Abu Dhabi.
10-15 years experience managing large, complex building projects (eg hospitals, universities etc) with values in excess of 500 million AED
Job Purpose:
Overall responsibility for the procurement, planning, design, construction, administration and handover of a project including integrating and managing the involvement throughout the process.
Dimensions:
Budget (Operating/Capital): AED multi-hundred million
Total No. of Reporting Staff: 2-4 + External PM, Cost Consultant, Master planner and D&B contractor
Assignment
Single or multi-project programme
Principal Accountabilities:
Act as the Owner’s Representative for the design and construction of a project for the SPV
Take overall responsibility for the planning, design, construction, commissioning and handover of the project within set time, cost and quality parameters
Act as the main interface between stakeholders during design, construction and commissioning of the project
Manage and oversee the design and procurement of the project,
Manage the activities of Consultant Project Manager, Cost Consultant, Master Planner, Technical Consultant and D&B contractor
Manage the preparation of the Procurement Plan for the project and its subsequent implementation on site
Coordinate the monitoring of the works and the availability of the facilities as per the Concession Agreement, agreed schedule and sequencing plan, if any.
Coordinate certification of all facilities with Independent Tester for availability and payment purposes
Finalize the handover of all completed buildings on site
Coordinate with Technical Manager, CFO and Development Manager all project design and construction cash flows and any reporting to lenders.
Coordinate all infrastructure related activities for the project with the Master planner and D&B contractor.
Communications and Working Relationships:
Frequent contact with Technical Manager, Finance Manager, Development Manager, Operations Manager, External Consultants and Permitting Authorities.
Meet regularly with stakeholders to report on progress, prepare project reviews during design and construction stages of the project.
Participate in all project related meetings
Framework, Boundaries, Decision Making Authority and Responsibility:
Overall responsibility for the implementation of the facilities for the operations part of the project as per the Concession Agreement. Boundaries and framework of authorities and responsibilities will be established by the Technical Manager. Those however will be typical for BOOT type SPV and related transactions and will be set to support the GM.
Knowledge Skills and Experience:
Project Management and/or Engineering degree
Sound experience (min 10-15 yrs) as Project Manager and/or Program Manager during design and construction of multiple low-rise facilities on a single site
Middle East / Gulf experience essential
BOOT / PPP experience a plus
Education and/or related healthcare related project experience a plus
Strong English language skills
Key Competencies:
Sound project management skills.
Experience in financed projects
Sound grasp of design, construction and operations issues
Strong communications and leadership skills
Team player
Strong computer literacy
