| Job Description: |
This leading Organisation is seeking an experienced HR Specialist for a full-time role based in Qatar.
The HR Specialist manages activities related to the attraction, recruitment, on-boarding and retention of employees within different departments of the implementation team and the future medical center staffing.
S/he works with the Human Resources Project Director and hiring departmental heads to develop departmental strategies, policies, systems and procedures which will attract and retain the best possible candidates.
In the role the duties will be as follows:
• Manages and coordinates activities related to the attraction, referral, screening, recruitment, on-boarding and retention of required personnel within the Departments.
• Analyzes workforce planning and staffing needs of different departments; works with recruitment staff and hiring departmental heads in identifying potential recruitment sources, and devising successful recruitment programs.
• Works with the recruitment staff and hiring managers of the various departments; places staff into appropriate settings; matches departmental needs with the individual’s talents, background, experience, and skill.
• Provides expert advice and guidance to the hiring departmental heads on staffing issues, recruitment and placement problems, and the employment policies, procedures, and processes.
• Develops and maintains implementation team HR processes in relation to recruitment, relocation and housing as required.
• Participates in the design and implementation of community outreach programs and activities, such as career fairs, to support the recruitment efforts.
• Oversees the Housing and Relocation Coordinators in planning for employee relocation and in housing search for employees newly recruited.
• Provides consultation to expatriates on relocation policies and relocation-related matters.
• Coordinates with the Immigration Officer in arranging for visas, work permits, medical check-up and other immigration-related compliance for new employees.
• Ensures compliance with policies and procedures and applicable labour laws and regulations.
• Designs/develops and facilitates orientation programs in response to the orientation needs of the departments in which the staff will be employed.
• Maintains strict confidentiality of all human resources matters and records.
• In view of the developing and changing needs and opportunities during this start-up phase, this position may perform other duties as assigned.
To apply for the role you will possess a Bachelor’s degree plus 5 years HR management experience or equivalent.
Experience working in a start-up organization, Project planning skills and Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community are required.
Knowledge of organization structure, policy development, staffing patterns, and job design and knowledge of on-line, electronic job application systems and processes is desired.
