General Job Description
The Construction Manager (CM) is responsible for the performance of all construction contracts undertaken by the company.

Performance is measured by the following criteria:
• Customer satisfaction
• Quality of work
• On-time delivery
• Profitability
• Staff and worker satisfaction and stability, health and safety

Typically, the CM receives a contract which has been awarded to the company by the Client, via a briefing session with the Design and/or Estimating Managers. He will have in attendance a Project Manager or Managers (PM) who will be directly be in charge of the project. He will receive:

• The contract drawings and specifications
• The contract Bill of Quantities
• The contract time schedule
• Any samples which have been submitted during the tender stage
• Any other relevant information such as details of negotiations during the tender stage

The CM will then supervise the PM in the preparation of:

• Construction methodology
• Material and labour schedule
• Selection of subcontractors
• Importation of special materials and equipments for the contract

which are then approved by the CM.

During the execution of the contract, the CM will make regular visits to the site to monitor quality, safety, progress and client feedback. He will attend some of the site meetings, and will assist the PM to solve some of the more difficult problems on site.

Weekly, the CM will hold a meeting in the office to be attended by all PMs, during which the problems and issues of each of the projects will be discussed. The CM will give general direction to the PMs as to how these problems should be handled.

For major projects, the CM may elect to be in charge of the project directly, with the assistance of one or more PMs.

At the completion of each project, the CM will make sure the project is properly handed over to the Client. He will supervise the PM in the preparation and submission of the Final Account, and in any negotiation leading to the Client’s acceptance of the Final Account and the issue of the Final Payment Certificate.

During the Defect Liability Period, the CM will be responsible for the timely repair of any defect notified by the Client. He will have at his disposal a small team of workers dedicated to the task.

At the end of the Defect Liability Period the CM will be responsible for ensuring the completion of all outstanding defects so that the Final Completion Certificate can be issued and the Defect Liability Retention released.

Throughout the course of the contract, the CM will liaise with the Chief Accountant in the preparation of all payment claims and will ensure that all the necessary work and documentations are done or provided so that these claims will be promptly paid by the Client.

Other responsibilities:

The CM will liaise with the Design and/or Estimating Managers in the management of the contract workload so that the company will have a steady flow of contracts and adequate manpower and resources to cope with these contracts.

The CM will also liaise with the Chief Accountant in the management of the company cashflow, by giving notice of when payment claims can be made and how much can be expected.

The CM will keep the General Manager informed of the progress and status of all contracts, especially if any major problems and disputes happen or are to be expected.
