Terms Of Reference
Duty Station: Afghanistan
Position title: Quality Control and Safety Manager
Type of Contract: CTG – Service Provider Contract Duration: Six-months, with possibility of extension
Program Brief:
General functions:
The successful candidate will be responsible and accountable for ensuring the quality control and safety of client`s infrastructure projects:
In particular, he/she will:
1.Implement a Quality Control System and Safety Plan to ensure that the conditions of the agreement with the Donor are followed.
2. Train the field engineers and assistants on quality control and safety plans to the technical specifications.
3.Direct responsibility for supervision of contractors in the areas of monitoring, change of orders, contract compliance, quality assurance, safety and documentation of all interaction.
4.Bring to the attention of the Program Manager and Deputy Program Manager any projects which are not meeting timelines or where quality/safety standards are not being met and provide solutions for improving the quality of work.
5.Ensure field reports are to a satisfactory standard, as per Quality Control System and Safety Plan.
6.Analyze field reports, discuss matters that need attention with Program Manager/Deputy Program Manager and instruct accordingly the field engineers and the contractors.
7.Prepare technical correspondence and provide a plan of action for rectifying the defects.
8.Report to the Deputy Program Manager on all technical issues including but not limited to technical specifications, monitoring, and quality assurance.
9.Compare the sites working progress with the contractors working schedule and take the required action for the sites completion before deadline.
10.Have a detailed knowledge of every project in progress.
11.Ensure that projects are completed to a satisfactory standard before final payment is authorized.
12.Ensure that all materials and equipments related to the Program projects meet the required standards and specifications.
13.Coordinate and upkeep of data base of material testing results.
14.Supervise projects in coordination with government or local technical personnel and in collaboration with the field personnel.
15.Offer support to colleagues on construction and other technical matters and make field visits throughout Afghanistan.

Skills Required:: |
Desirable Qualifications:
(Education, experience and competencies)
University degree in Engineering and relevant training and experience on infrastructure projects including quality control and safety implementation. Ten years of experience in the field of infrastructure planning and construction with at least one year experience in Afghanistan infrastructure projects implementation and quality assurance.
Alternatively: At least 10 years of on site experience in the role of Project Manager/Site Supervisor/Quality and Safety Assurance on large hospital or similar projects. At least two years of experience of working on similar projects in a developing and challenging environment.
Experience of complex Civil Engineering/Building Design a major plus.
Good communication and negotiation skills. Understanding of complex social-political environments. Drive for results with effective resource management skills. Ability to work under extreme pressure in difficult conditions while maintaining security awareness. Flexibility and focus on processes and their improvements. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
Languages:
Thorough knowledge of English; working knowledge of Pashtu, Dari or other languages spoken in the region an advantage.
