Job Title Senior Proposal Officer Office
Department Business Development Team Grade:
Reports to Business Development Manager
Job purpose
To coordinate, liase and supervise activities leading to the preparation of submissions (proposals, pre-qualification, expression of interests, etc.) in close coordination with Project Managers, HODs and the Proposals Officer.
Duties - include but are not limited to
To prepare proposals.
Follow-up on proposals submitted in coordination with the BD team.
Review Terms of References and Requests for Proposals.
Attend Client meetings and site visits.
Prepare queries and responses related to the proposal invitation.
Perform project assessment/evaluation and recommend findings to the management.
Responsible for all submission related communications and coordination with SSH staff (Project Manager, HODs, BD team), the Client, International and local sub-consultants/ specialists, for their respective inputs on the submission.
Review proposals compliance with the terms of references/requests for proposals documents; and to coordinate with the Contracts Manager and Finance department to assess the fulfilment of contractual requirements, guarantees and related issues.
Supervise the final production and logistical requirements of proposals.
Communicate with Clients on post-submission follow-ups and coordinate with SSH staff (PM, HODs, Graphics) for any presentations, if required.
Ensure proper handing over of the projects/submission information and proposal to the Contracts Manager during the pre-contract phase/post-submission phase for preparation of Contract/Agreements.
Attend Client meetings with the Contracts Manager pertinent to Agreement/Contract preparation, review and negotiations (if required).
Keep in safe custody the copies of all Proposal submissions made to the Client; supervise proper archiving, and keep track of the copies being circulated upon request.
Keep and maintain proper database of the proposals submitted and financial details for management reference and BD reporting.
Prepare quarterly report on the status of Proposals/Prospective Projects.

Minimum Qualifications Bachelors Degree in Architecture or Engineering
Preferred Qualifications Bachelors Degree in Architecture or Engineering Degree + MBA or Degree in Marketing / Business. Bilingual (English / Arabic)
Registration required
Type of Experience required 7-10 years of experience in construction consultancy.
4-5 years of relevant experience in coordinating and managing proposals.
