Job Description: 2. Personnel Supervision & Group Participation:
Streamlines the operations of the Technical Support Group for the efficient implementation and monitoring of the project tasks and activities, and the attainment of committed service level performance.
2.1 Enforces the policies, procedures, controls and operating standards established for the group.
2.2. Establishes installation guidelines for different classes of computer hardware, peripheral equipment and desktop software.
2.3 Searches for inefficiencies in the services operations and develops new methods and improvements to existing processes.
2.4 Recommends to immediate superior the approval of the following:
A. Changes in technical policies
B. Changes in technical standards and procedures

3 Project Management:
Manages all technical support projects and programs to ensure and improve operational efficiency, productivity, and reliability of production resources.
3.1 Defines technical requirements for the production environment.
A. Evaluates and analyses existing server-based, client-server, and stand-alone computer facilities based on processing power, operating system, capacity (memory, disk space) and utilization.
B. Establishes baseline and performance thresholds.
3.2 Plans, coordinates and manages projects of the Technical Support Group in the line with the following areas:
A. Hardware and Software Evaluation and Selection
B. Server Room Management and Operations
C. Systems Operations Management (Environment Setup, Maintenance and Admin)
D. Computer Systems Security
E. Problem Management and Helpdesk Operations
3.3 Directs the evaluation and selection process of products and vendors in relation to technical projects.
3.4 Manages the full-cycle implementation of all technical projects:
A. Defines and handles implementation requirements in terms of personnel, equipment, tools, training and cost.
B. Manages team members (both employed and sub-contracted) assigned to the project by defining roles and responsibilities, and auditing performance. Reports to immediate superior any deviations from set plans that may jeopardize the overall program / project commitment.
C. Performs quality assurance in all phases of the project by verifying and testing processes and results.
D. Manages, monitors and ensures the on-time completion and delivery of all technical projects according to objective and scope.
3.5 Prepares a weekly progress report on all activities and on-going project implementations of the Technical Support Group, and reports critical problems to immediate superior.
3.6 Attends technical and personal development seminars as required in the performance of functions, and conducts technical presentations and other technical-related training for users within the systems environment.
3.7 Helps in the development of a communications plan for the launching and implementation of the projects within the organization.

4 Server Room Management & Operations:
Manages the overall operations of the Server Room.
4.1 Establishes operations guidelines within the Server Room.
4.2 Searches for inefficiencies in the Server Room operations and assists in the development of new methods and improvements to existing Server Room policies and standards.
4.3 Manages installation of hardware systems and equipment within the Server Room.
4.4 Monitor the performance of all Server Room hardware or equipment.
4.5 Manages the maintenance of Server Room equipment.

5 Systems Operations Management:
Oversees, monitors and ensures the availability, adequacy, conformity, efficiency and productivity of computer facilities and other production resources.
5.1 Directs all hardware and operating system environment setup:
A. Enforces strict quality testing of all incoming hardware and software facilities.
B. Directs the set-up, installation, configuration or upgrade of computer hardware and peripherals.
C. Directs the installation, configuration, customization or upgrade of operating system and desktop or office automation software.
5.2 Directs all hardware and operating system maintenance activities:
A. Manages the daily administration and system maintenance of computer systems, which includes configuration of server hardware, operating system, and application systems.
B. Enforces regular corrective and preventive maintenance of all computer hardware and software facilities.
C. Directs the implementation and maintenance of automated system procedures for better system operability and performance.
D. Plans all technical training programs on computer hardware and peripherals for users and technical operators.
5.3 Determines the current system capacity, utilization, workload and service level of production resources by doing the following:
A. Server Analysis and Optimization involving:
• Creation of system usage baseline.
• Monitoring of server memory, processor, disk and network usage over time.
• Data analysis to resolve abnormalities in system use.
• Monitoring of system response time for the production environment.
• System and resource upgrade allocation.
B. Implementing a Measurement Baseline involving:
• Collecting system data via automated data collection in the OS.
• Creating a measurement baseline via performance monitoring.
• Establishing a database of measurement information.
C. Performance Analysis, Forecasting and Record Keeping, which involves:
• Monitoring of system workload and utilization. Charting and recording of system bottlenecks from memory, processors, disks and network.
• Setting system usage and availability by specifying system limitations. Ensuring that usage never exceeds the limitations.
• Providing calculated resource allocation for the future.
• Documentation of collected and analyzed data.
D. Analyzing system performance in the server environment.
5.4 Contributes to systems planning and evaluations by:
A. Coordinating with project teams and users in determining user requirements
B. Coordinating with project teams and Application and Network Services on activities to be undertaken prior to an installation or maintenance activity
C. Evaluating proposals related to technical issues and providing advice and recommendations
5.5 Reports the condition and operational performance of production equipment and resources and recommends to immediate superior the approval of the following:
A. Re-allocation of resources
B. Enhancement of existing technical production facilities by redesigning or overhauling the server system environment.
C. Acquisition or upgrade of resource hardware or software.
5.6 Keeps abreast with pertinent developments and new trends in the IT industry and conducts quality reviews of new applications, new technology and new solutions.
5.7 Communicates and coordinates with external hardware and software vendors in relation to product evaluation, demo, installation, maintenance, and training.

6 Computer Systems Security:
Responsible for the continued integrity and security of data, equipment and facilities in both the production and development environments.
6.1 Incorporates, implements and maintains a Security System within the Server Room, server, and end-user environment.
6.2 Establishes Server Room, server, and end-user security policies.
6.3 Implements and maintains a fault-tolerant or redundant production environment.
6.4 Implements strict server-level, file system and user-level security by:
• Supervising the creation, deletion and definition of user accounts within the network and e-mail environments.
• Defining permission and access rights of users within the network, server and application environments.
• Enforcing a quarterly network password modification
• Strictly enforces the policies and procedures governing user account creation, definition and maintenance in the operating system.
• Enforces strict housekeeping and safekeeping of user account profiles and permissions in the operating system.
• Monthly scanning of shared resources.
6.5 Enforces the setup and conduct of backup/recovery procedures and contingency plans for the production environment.
6.6 Implements and maintains external on-site and offsite data storage/backup.
6.7 Directs backup/recovery and disaster/recovery drills.

7 Helpdesk and Problem Management:
In charge of the effective and efficient management of the problem management system
7.1 Directs the Helpdesk and Technical Support Specialists to respond to service calls with urgency and resolve user problems within the committed time and service level.
7.2 Ensures that all production equipment and facilities are repaired promptly and maintained at peak availability.
7.3 Utilizes advanced error management tools and tracking systems that provide more comprehensive error monitoring and recording facilities for better error analysis.
7.4 Ensures the upgrade of necessary skills of service and support personnel within the group.
7.5 Coordinates with vendors and Maintenance Service Providers for the acquisition of external support for proprietary systems.

8 Performs other duties as may be assigned by the immediate superior.

Requirements and Qualifications:

1. Educational Requirement:

Bachelor of Science in Computer Science/Computer Engineering or equivalent experience.

2. Experiential Requirement:

Must have at least three (3) years experience in IT operations preferably in technical support for computer hardware, operating system, software, and applications.

3. Required Technical Skills:

• Extensive experience in IP networking-related product support, and demonstrate understanding of IP protocols and networking industry.
• Voice/Data Communication
• Structured Cabling
• LAN/WAN Security Design and Analysis
• Demonstrated strengths in the following systems/ platforms;
- Windows OS 98/Me/2000/2003/XP
- Microsoft Office Suite 97/2000/2002/2003
- Windows Active Directory
- MS Visio, and other business office tools
- Linux/ Unix
- Network printers and print servers
- Windows Server NT/2000/2003
- Microsoft Exchange Administration 2000/2003
- Microsoft SQL Server Administration 2000
- WAN/LAN/TCP-IP/VLAN/VPN routing and switching
- Source Control Software Administration
- Voice over IP
- WI-FI Networks

4. Other Required Skills:

Must excellent good written and oral communication skills, project management skills, excellent interpersonal and negotiation skills and must be highly customer-oriented.
