Supervision Received
Receives administrative and technical supervision from Manager of Engineering, Abu Dhabi in terms of broad general objectives and limits.
Supervision Exercised
Exercises administrative and technical supervision over engineering staff within the discipline.
Provides functional oversight of the discipline for the business both on and off project.
Contacts
Maintains contacts with suppliers to keep abreast of developments. Maintains contact with project management to ensure that a project is receiving adequate numbers of technical support personnel and that the quality of design work is satisfactory. Maintains contact with outside technical consultants. Maintains close contact with other Technical Managers within Simon Carves to ensure uniformity of compliance with company policies, procedures and standards. Also maintains contact with counterparts in the same discipline in other regional offices within Simon Carves for control of staffing, transfers and exchange of technical information.
Responsibilities include:
·Manages engineering activities within the discipline, establishing and maintaining the technical standards, work practices and procedures in support of ongoing project execution.
·Inputs to and owns the engineering elements of a project capital estimate (proposals and execution), including man-hours, quantities and schedule
·Reviews project staffing requirements and assigns qualified technical personnel from within the discipline
·Maintains continuous contact with work in progress by reviewing or approving, design basis, key drawings or design concepts and specifications developed by the project groups and reviewed by the discipline staff. Audits project application, implementation and compliance with a project’s Execution Plan and with Engineering Department Procedures
·Monitors engineering efficiency of engineering execution on projects and intervenes to correct where appropriate
·Responsible for approval of critical design deliverables and ensures technical quality by conducting phased technical design reviews of ongoing project work
·Provides independent, off-project expert technical support to project teams
·Reviews unusual or complex design problems, provides guidance for their solution either personally, by subordinate staff or by outside consultants
·Monitors the discipline engineering requirements for the business, including staff planning and personnel administration, recruitment and approvals of personnel actions
·Conducts annual performance reviews for direct reports and manages, reviews, and approves performance reviews prepared by supervisors. Holds career development discussions
·Establishes the discipline training needs, obtains budgeting approval and directs the development of personnel training programs
·Liaises with Human Resources to establish and implement policies for personnel assigned to other execution offices or project sites
·Directs the development of and approves design guides, standard specifications, work processes, standard automation tools and design procedures in the discipline and oversees coordination between disciplines, including Procurement, Sub-contracts and Construction
·Sets and manages departmental budget for continuous improvement of standards and procedures
·Maintains knowledge of new developments in the discipline through technical literature and by contacts within and outside Simon Carves and the Punj Lloyd Group, including subject groups and involvement with relevant engineering institutions
·Champions within the discipline the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation and satisfaction
Requirements
Qualifications
Degree in relevant engineering discipline or equivalent
Corporate member of relevant engineering institution
Experience
Broad experience in diverse aspects of the profession, including delivery of major international EPC projects in the oil & gas, refining and petrochemical sectors
Skills/Knowledge
Knowledge of industry and regulatory codes and standards and design criteria used in the discipline
Ability to maintain and improve quality, systems, standards and procedures
Preparation of man-hour estimates, MTOs and schedules in support of proposals
Knowledge of practices and procedures for project control,
Knowledge of the Construction and Procurement aspects of EPC project execution
Knowledge of the Safety requirements of the EPC industry, from both a design and construction viewpoint, as well as Quality Assurance and environmental aspects of major project execution
