Contract executive level position in the mining sector in the Dem Rep of the Congo.
Annual Salary: US$190-275$ (Tax Free) depending on experience plus Bonus of 30% of basic salary.
This is a single status position. Also a residential position as opposed to a fly-in-fly-out position. Ample leave is provided for with a travelling allowance paid per annum in addition to the annual package specified.

Reports To: Chief Operating Officer
Supervises: 4 x Senior Managers
Role Purpose:
Responsible for ensuring each of the functional objectives complement the achievement of the business strategy and operational requirements and expectations. Drive a people centric and safety agenda across the business at all times through the implementation and execution of robust policies and procedures and comprehensive day to day practices. Implement a communication philosophy to create a unique culture across the organisation.
Qualifications / Skills:
Fluency in French and English essential
Management experience with HR, IR, PR, community liaisons, legal, HSE and security.
Extensive knowledge and experience gained through having worked in Africa, preferably the DRC, Zambia or French speaking West Africa. Mining experience desirable
Strong experience of having managed Senior Managers
Professional HR/HASAW qualification desirable A level equivalent
Legal, community relations and PR specialist experience and knowledge
Computer literate, word, excel, powerpoint, outlook.
Key Accountabilities
1. Ensure the implementation and delivery of an effective Human Resources strategy
Develop the HR strategy in liaison with the COO and Management team, ensuring it enables the achievement of the longer term objectives of the business
Utilise the key resources to implement policies, procedures and general practices which reinforce and bring to life the people strategy
Ensure the effective communication and implementation of HR best practice across all aspects of the business, operating a business partner approach to HR to manage adherence, supporting the Heads of Department to maintain overall responsibility for the achievement of their functional objectives and HR KPIs
Identify and implement HR KPIs and provide periodic monitoring and evaluation of the success of the activities across each operational and support function
Ensure an effective employee development programme is in place which trains key operational, day to day requirements and enhances skills both in the immediate and long term
Develop and embed an effective succession planning scheme applicable to both local and expat employees which grows future Managers and aids the retention of highly skilled individuals in key roles
2. Manage the ER/IR strategy ensuring the achievement of an effective relationship with Unions and authorities
3. Ensure the effective management of Expatriate Affairs
Develop and implement an induction and arrival programme
Ensure the operation of a fair and consistent approach to managing expat requirements including housing, car allocation etc. By developing and implementing policies and procedures which are communicated and understood across the community
Ensure the effective operation of all basic administrative requirements; including charter flight booking, passport management, local specific requirements, in a timely and orderly approach
Manage a proactive expat PR service including organising regular events and social activities to build a community approach and reinforce morale and team working
4. HASAW and HSE
Ensure the development and implementation of a legally and business focused safety at work strategy, including medical provisions, evacuation, daily safety essentials and longer term proactive programmes
Ensure the management and achievement of the environmental requirements and stipulations in accordance with the business plan objectives
5. Ensure the delivery of a robust security strategy
Manage the approach to security utilising the skills, experience and knowledge available within the team.
Formalise the strategy and proactively identify ongoing ways of improving the approach to security across the business
6. Ensure the cost effective provisions of all services and development and manage the annual functional budget
Construct the annual budget, in accordance with the financial process and in liaison with the Management team to understand key business objectives and priorities.
Manage spend against budget ensuring costs are tightly monitored, providing reforecasts when necessary to ensure spend remains in line with the financial capabilities of the organisation at all times.
7. Ensure an effective approach to communication is in place across the organisation
Drive a culture of communication, involvement and continual improvement through relaying the mission, values and vision of the organisation. Work together with the management team to identify the desired approach and ensure its effective cascade.
