| Job Description: |
This person will be acting in Executive Director Controller capacity, not a Program Manager.
Major Responsibilities:
1. Ensures the timely processing of transactions and data, as necessary, for the accurate and timely closing of the books in accordance with generally accepted accounting principles. Owns all aspects of the NFS financial records and related interfaces / financial systems including system design and controlled access. Works with other financial and non-financial staff to accomplish accurate and timely close.
2. Provide consultative subject matter expertise on construction and fixed assets accounting to the program
3. Lead NFS internal controls assessment and initiatives.
4. Develops awareness and accountability within NFS on all aspects of internal control in both financial and operational environments to ensure that assets are protected and the integrity of databases, including especially financial data, are assured.
5. Leads the implementation, monitoring correction, and improvement of NFS’s control systems including: training of personnel; periodic evaluation of control systems in place; oversight of corrective action plans to remedy control weaknesses identified; and involvement in control design considerations of systems under development.
6. Responsible for ensuring the integrity and completeness of data (including required disclosures) of financial reports provided to Program Offices, reports to regulators, and all other major financial reports produced by NFS.
7. Supervises accounting and other NFS financial staff.
8. Coordinates with Program Offices, other NFS personnel, other Program Controllers and regional partners in development and implementation of accounting financial reporting policy.
9. Responsible for audit coordination within NFS for external, internal, and regulatory financial audits.
10. Responsible for the management of regulatory financial issues.
11. Ensures that NFS maintains sound and compliant financial policies, processes and systems. With Compliance, provides counsel to NFS Leadership and Teams on maintaining sound financial controls in their operations.
12. Develops training programs to ensure personnel are informed of new policies and procedures.
13. Responsible for staff development.
Minimum Requirements [list minimum education, formal training, number of years of work experience, and licensing (if any). (Detailed computer skills are listed separately.)]
1. Five to seven years of comprehensive experience in financial management. Public accounting or internal audit experience preferred.
2. Bachelors degree in accounting or finance. CPA, CMA, CIA preferred. MBA preferred.
3. Thorough knowledge of generally accepted accounting principles. Thorough knowledge of state and regulatory accounting and reporting requirements, including knowledge of NAIC accounting requirements.
4. Experience with cost management, financial analysis, and budgeting techniques.
5. Experience with major financial software systems. Significant involvement in major system implementations as user preferred.
6. Strong communication, presentation, and staff development skills.
7. Facility with matrix management techniques. Successful experience in achieving results through people in complex organization.
8. Strong program management skills, results driven executive. |
Skills Required:: |
