State Secretary, Main responsibilities:
• Conducting the Legal affairs and juridical advise Direction
• Representing the Minister in the Parliamentary debates: plenum and Standing Committees;
• Initiating, coordinating and enabling the draft laws of the Minister of Defence and other normative acts
• Chairing the High Committee for supervising the official acts of the minister
• Conducting the work of several working bodies of the Minister: Social Dialog Commission, Social Care Commission, Technical-Economical Council, “Law no. 10 Commission, for establishing the right of property” upon certain real-estate;
• Conducting the Bureau for social care and solving specific social problems of the army personnel

• I was the main credit coordinator (for a budget of about 65mil Euros/year)

• Organise the activity for EU affairs and for transposition of EU regulation in Romanian legislation

• Representing the institution in front of national and international authorities and in international working bodies: the Association of Secretaries General (ASGP), related to the Interparliamentary Union
Relevant other achievements during this stage:
As Secretary General in the Parliament, I promoted and organized several public events. I initiated the “Open Parliament” free visiting tours, in the house of Parliament - that allowed 50.000 visitors to be present during 1-5th January 2007 in the Romanian Parliament. I also participated in joint organising teams: I was member of the organizing team for the Bucharest -2008 NATO summit, (as administrator of the Parliament Palace) and the Summit of Francophony-2006. Aiming the “good governance”, I was a promoter of e-Parliament Project, and chaired the first meeting on this issue in Geneva with Inter-Parliamentary Union. I initiated several projects such as: “The Educational Centre”, and “The Parliament of Youth” – in partnership with “Prodemocracy” NGO. I promoted a new approach of the relation with the civil society by encouraging active partnership in the Standing Committees work with the stakeholders (professional associations, civic organisations, NGOs may have now a representative to assist in the work and interact in certain limits). I elaborated and promoted to the General Council of Bucharest a Zone Urbanity Plan to allow the managing of the land surrounding the Parliament with specific endowments, others. As administrator, I initiated a large program of improving the efficiency of the Palace building use, by energetic consume reduction through: electricity intelligent use, and redefining and modernising the heating and ventilation system. After the first year it was a 20% consume reduction and 38% for electricity in the second yr (the process is not finished yet). I initiated and conducted the rebranding of the institution in 2007, including the new webpage appreciated by the civil society organisation as the most efficient public one in Romania.
