Our registration in Algeria is almost complete, and we are in Algeria and prepared to begin projects on short notice.
My background includes BBA and MBA degrees in the US, and about 35 years of general contracting and construction management work. I have a team of qualified project managers, field engineers, and other project management personnel in the US and Algeria. We are particularly interested in projects that will help the Algerian government in their efforts to provide housing and upgrade infrastructure. |

Synopsis
A 34-plus year construction background focused on entrepreneurial endeavors with additional operations experience in management positions with general contractors and construction managers. Significant positions include 15 years as founder and CEO of own commercial general contracting firm in Hawaii, senior project manager for Morrison/Knudsen subsidiary (military housing project), construction manager for refurbishment of 27 story Chicago high-rise, and 6 years as CEO of Chicago-area construction consulting and project management firm. He has been active in various construction trade associations, including Associated General Contractors, Associated Builders and Contractors and ASA Chicago.

Founder and CEO of construction consulting and project management firm. Company is focused on providing design-build project management services to prime contractors and developers for private- and public sector projects. Also provides CPM scheduling, project accounting, expert witness, and training services. Software systems include proprietary MS Access-based project management system, Primavera (P6) and Sure Trak CPM scheduling systems, A-Systems integrated construction accounting system, Autocad, and VPN system to connect project sites to back-end databases at company headquarters. Selected projects include:
• Building 13 “Boat House” Renovation, Great Lakes Naval Station. Managed design and construction of historical landmark Navy boat house. Served as project manager/alternate CQC, and project scheduler. Managed all design coordination meetings, finalized construction programs, CPM schedule, safety and accident prevention plan, quality control, environmental, fall protection, and other plans, organized all PM systems, trained staff, and managed all aspects of construction. Design and construction were tracked with Primavera Sure Trak, as required by Navy.
• The Royalle, 744 North Clark Street, Chicago. Retained by developer to take over construction of 10-story, 40 unit concrete condominium project after general contractor was terminated. Managed all aspects of project turn-around, restarted and completed construction through occupancy. Produced and managed CPM schedule with Primavera P3.
• The Metropolitan of Skokie, Skokie, Il. Managed all aspects of design, bid, buyout project organization, construction and closeout of 7-story 61-unit high rise condominium project as in-house project team. Project included custom storm detention system, earth retention, underpinning of adjacent buildings, major soil contamination from undocumented underground storage tanks, poured concrete underground parking garage, steel/metal deck construction, and brick masonry/stucco exterior. Developed a proprietary “options” database to track approximately 10,000 buyer options, selections, and upgrades for the project. System collated selection data to enable realtime printouts of all selections by unit or trade, including cost and margins, to enable accurate profitability tracking.
• Rainbo Village, Chicago, IL. Managed demolition of Rainbo Rink, design team selection, design, permit, bid, and other preconstruction services for construction of 3-phase, 127 unit mid-rise condominium project with 43,000 s.F. Sub-grade parking garage. Specialized construction systems included dewatering, various types of earth retention, caissons, and suspended concrete deck.
• Building 11 Cogeneration Plant Refurbishment, Great Lakes Naval Training Center, IL. (Scheduling consulting). Provided schedule consulting services to prime contractor for 18 month refurbishment project for U. S. Navy.
• CPM Scheduling assignments. Performed CPM scheduling consulting assignments for general contractors, including:
Chicago Housing Authority – Provided bid schedules and ongoing construction scheduling assignments for Friedler Construction Company and H.L.F. Construction Company on multiple CHA projects, using Primavera P6 and Sure Track.
Illinois Tollway Authority – Provided CPM sub-consultant services to Accelerated PM for toll road project.
Riley Hospital Phase V – Provided CPM scheduling services to Pepper Construction of Indiana to integrate sub-schedules from 5 project managers into master schedule for $180 million hospital addition in Indianapolis, IN.
Klein and Hoffman, Inc., Chicago, IL, 2000 to 2002
Retained as Startup Manager for Program and Construction Management Department for Chicago-based structural engineering firm with offices throughout the continental U.S. Organized department, set up project management, Primavera scheduling and Access-based CM system. Conducted national marketing efforts. Responsible for estimating, securing and contracting for initial engagements, operation and control of PM/CM activities. Performed consulting assignments on firm projects. Left firm after completion of organizational assignment.
Intell Management and Investments, Inc., Chicago, IL, 1999-2000
Construction Program Manager/Owner`s Representative for design and renovation to 1.6 million sq. Ft high rise office building in the Chicago Loop. Duties included organizing and coordinating the design process, preparation of all bid packages, estimating, conducting bid process, final negotiations, setup and control of construction of approximately $75 million in infrastructure and common area work. Set up computerized project control systems with MS Office and other software for control and coordination of design and construction. Critical path schedules for design and construction accomplished with Primavera Project Planner. Left firm at completion of project.
A. Epstein International, Inc. Chicago, IL, 1998
Construction manager for multinational architectural, engineering and construction management firm. Participated as member of design/build construction team during document preparation, estimate, coordinate bid process, organized, setup, and managed construction of multiple Albertsons’s cold-storage warehouse addition and renovation projects in southern California and Utah. Left firm at completion of projects and contraction of department’s operations due to Albertson’s acquisition by another firm.

Retained for temporary assignment as Estimator/ for $40 million Chicagoland general contractor. Estimated various commercial and building projects up to $7 million. Software included Excel, Access, MS Word, MS Project. Left firm at completion of assignment.
Triangle Associates, Inc., Grand Rapids, MI, 1996-97
Senior project manager for $40 million design-build general contracting and construction management firm. Managed multiple design/build and hard bid commercial building and school projects from $2.5 million to $10 million. Established integrated computerized project management system for scheduling and project management and control. Computer applications included Expedition, Primavera, MS Office, Timberline Accounting, Excel, Word, Access, Works and WinFax. Left firm to relocate to Chicago area.
Morrison Knudsen Corp. /G. W. Murphy Construction Co., Inc., Honolulu, HI, 1994-96
Program/Project Manager on $43 million, 348 unit design/build military housing project and infrastructure for U. S. Army Corps of Engineers. Coordinated production, review and approval of design documents, prepared 4,500 activity project schedule (Primavera), organized project administrative system, negotiated subcontracts, organized administrative systems, managed construction, quality control, government relations, staff training, rewrote company safety plan to comply with Corps of Engineers requirements. Developed, and subsequently patented a specialized scaffolding system for use on horizontal housing projects. Released as part of wholesale replacement of all senior company personnel after acquisition of firm by Tutor-Saliba.

President/CEO of Hawaii-based general construction firm specializing in commercial buildings, building renovations, retail and resort projects, tenant improvement work, custom residential homes, historical building rehab, and light industrial construction. Internal project management systems included automated CPM scheduling, A-Systems integrated accounting, and Pro Est estimating systems. Quality Control Representative and Senior Project Engineer on $25 million Red Hill POL facility project for U. S. Navy, Pacific Engineering Command. Developed, implemented and managed quality control and other programs, supervised 10 engineering personnel, assisted project personnel with CPM scheduling and other project control work. Left firm to facilitate advancement of subordinates and to start own general construction company.
Island Trends, Honolulu, Hawaii, 1973 to 1978.
Partner in small general contracting and home-building firm. Performed civil, concrete, carpentry, and other trade work with partner and crew of 2 to 25 tradesmen. Collaborated with architectural firm to design and market a series of pole homes, consisting of ponderosa pine poles, heavy timbers, and redwood siding. Successfully marketed, sold, and constructed custom homes in various locations on Oahu, primarily on steep hillsides. Closed firm by agreement with partner to pursue alternate careers.
