I am looking for a permanent position in an international environment, where I can make the most of my academic background and professional experience. Luxembourg would have my preference, for several reasons, among of them the fact it holds a huge number of international Institutions and organisations, with the associated advantages.
My last assignment, at NATO HQ, provided me with an extensive and precious knowledge of the resources issues in the Atlantic Alliance: resource policy, civil and military budgets, investment programmes, and project general assessments (IT, civil construction, and military equipment). As a member of the Infrastructure Committee (IC) and the Senior Resources Board (SRB), I had also the occasion to get a particular and intense acquaintance with the NATO Office of Resources (NOR), and a general overview of some NATO Agencies, mainly NAMSA, NC3A, NCSA, and CEPMA.
Moreover, other significant areas of the Alliance were as well object of my attention and work, such as on-going operations, intelligence, terrorism, energy security and economic issues, crossing the different NATO HQ Divisions, Strategic Commands (SHAPE and SACT) and most current and relevant topics.
International relations, diplomacy, economics, management, logistics, political and military analysis are among my strong points, following not only my recent experiences, but also the academic diplomas I got from European and US Schools, as listed in the CV.
Currently, I am attending at the Boston University Brussels, the Project Management Programme and the Master in International Relations, in order to improve my skills, get updated and keep contact with academia.
In principle, I would be available for this position or another one that might better fit my qualifications and interests, expressed above, in short time (not more than one month). Certainly, that I would need further information, regarding other details. I am sending enclosed, my CV.

Extensive understanding of modern project management standards on multiple sectors of activity. Comprehensive knowledge of different phases in project life cycle, regarding formulation strategy, procedures, techniques, and deliverables.
Estimating project times and costs, developing a project plan, managing risks, scheduling resources and costs, and managing project teams are among acquired skills and expertise.
Particular familiarity with progress and performance measurement and evaluation, where earned value cost/schedule system and rules, have an essential role, regarding project analysis, performance control, and reporting methodologies.
Broad leadership culture and practice, vast professional experience and wide academic education with concentration on management and finance, has provided the required tools to an effective project manager.
As Resource Counsellor in the Portuguese Delegation at NATO HQ (2004 – 2007) – Political Level, my tasks comprised but were not limited to the following:
Counsellor of the Portuguese Ambassador at the North Atlantic Council (NAC), on wide range of issues such as terrorism, intelligence, energy security, international economy, financial and human resources. Also in charge of above mentioned matters for the different formats of the Council: NATO-Russia Council (NRC), NATO-Ukrainian Commission (NUC), Mediterranean Dialogue (MD), Istanbul Cooperation Initiative (ICI), Euro-Atlantic Partnership Council (EAPC), Cooperation with the European Union (EU), and Council+1 vis-à-vis various contact countries (e.g. Australia, New Zealand, Japan, South Korea, etc.).
The principal counsellor at the Portuguese Delegation directly responsible for negotiating the national financial contributions to the overall Alliance civil and military budgets (CB and MB), and NATO Security Investment Programme (NSIP), as well as the cost sharing concept.
National Representative at the Senior Resource Board (SRB), Infrastructure Committee (IC), Economic Committee (EC), and Ad Hoc on NATO-Russia Council Terrorism [NRC(Terr)].
Preparation of numerous notes, memoranda and speaking notes for the Ministry of Foreign Affairs addressing the topics described above, regarding the preparation of the Council meetings at Ministerial and HOSG (Heads of State and Government) level, including cooperation with the European Union.
Updates concerning the Portuguese Presidency of the Council of the European Union (EU) (2nd semester 2007) and the cooperation between NATO and the EU, with special emphasis on terrorism, energy security, economics, and armament, as well as infrastructures in respect of residual conflicts of interests in Bosnia, and Kosovo.
Promoting and supporting cooperation among nations; in charge of preparing specialised papers, including requirement documents and standardization agreements; drafting working papers, policy documents, speaking notes, and correspondence on a number of security and management related issues; preparing agendas, decision sheets, reports and follow-up actions resulting from meetings.
Assisting in the follow-up to actions for the Delegation and the Ministry of Foreign Affairs, and implementation of decisions; conducting analyses and making recommendations for improvements; assisting in the planning activities; analysing budgets, financial reports, and project implementation; preparing strategic and long-term budgetary forecasts; negotiation of the national financial contributions to the Alliance.
Commander of 1stAir Defence Artillery Regiment (2002 – 2004).
I was in charge of operations, logistics, personnel, administration and financial matters, protocol, instruction, training, education and other academic tasks, and international relationship with similar military institutions.
Moreover, my Regiment acted as the technical entity on Air Defence subjects for the Army General Staff (development of operational and technical requirements), and participated in Joint Air Defence working groups, with regard to Portuguese Air Defence and NATINADS.
Planning and implementation of thorough reforms in the Regiment in order for it to meet modern international military standards in all respects, which allowed me to put to full use my change management experience and skills.
Participation of the Regiment in the exercises carried out by the Portuguese Civil Emergency Authorities, regarding the direct support to governmental organisations and citizens in general.
Instructor at the Departments of Tactics, Joint Operations and Strategy in the Army Staff and War College (1995 – 2000).
