Relocation & Resettlement Vice-President
Rosia Montana Gold Corporation Romania 2003 - present
The company ( a Canadian JV ) got 10 years ago the mineral rights for Rosia Montana gold reserve. Since then, the company has prepared a huge volume of research work applying for various permits and approvals required for the project and also relocated about 1500 people living in 700 houses.
• Architectural,engineering, services management for two resettlement sites of 370 residential units,12 public buildings in Rosia Montana and 260 units in Alba Iulia.
• Master planning ( OUG, PUZs, PUDs) planning and permitting to the construction approval for the resettlement sites.
• Construction management, including tendering, contracting, site works, safety.
• Plan, organize and manage the strategy for the relocation and resettlement activity of 960 residential units and about 3000 nonresidential properties, leading to get the land access rights through direct acquisition or long term lease agreements. The strategy was developed to support the sustainable development principles.
• Tax implications, financial strategy, third party audits.
• Ownership titles clarification and registration with Land Cards Office.
• Compensation methods and rates update based on periodical real-estate market surveys
• Negotiations with about 6000 private owners and institutional owners or administrators as Romsilva, other mining companies, local administrations, ministers of internal affairs, education, transport and constructions.
• Budgets forecast ( over 100 mil euros ) , periodical reports.
• Produce an operational model in the largest department of the company to be used accros the organization, part of the organizational change.
• Prepare, present and develop the financing documents and procedures related to the land acces rights to the interested European banks.
• Conduct and implement multifunctional teams to solve the difficulties, given the wide range of the activity that has technical, legal, social, emotional, religious implications.
• Change the staff menthality towards high professional standards and winning attitude based on the personal contribution.
• Eliminate the fraud during the private properties acquisition process.
Development Manager - Rompetrol Downstream Bucharest 2000-2003

I was employed among the first individuals (the 4th one) to start the development of the gas stations network. It was the intention to fill the available gap in the market for a company that was badly missing the retail network. The company grew rapidly up to a 12% market share in only 3 years, single effort in the Romanian market.
• Actively involved in Petromidia acquisition process, assist the due-diligence process.
• Engineering design coordination.
• Approvals and construction permits issued by the local administrations.
• Construction supervision and hand-over to operations.

• Land acquisition and negociations with private owners or local authorities.
• Create a very competitive team, many of them currently being head-hunted by other companies.
• Develop up to 80 units in less than 3 years ( about 85millions euro), unique development in Romania. A continously shrinking market niche had to be filled as early as possible.
• Set-up the company retail facility standards.
Facility Project Manager - Precision Castparts Components Campina 2001 - 2002
The American parent company acquired a Romanian manufacturing unit – Sterom/PCC, in Campina. The management decided to move here all their operations from Europe, therefore a massive need for upgrading the existing facilities.

Project Manager – Chrome Oil Services – Lagos/Nigeria 1999-2000
The company delivered engineering, procurement and construction and management to Nigerian National Petroleum Corporation.

Technical Manager – Lukoil Downstream Bucharest 1998-1999
The company was set-up to develop the Lukoil gas stations network in Romania. Lukoil just acquired Petrotel refinery in Ploiest, having no retail.

• Develop the first 5 locations in Romania, as pilot for East-Europe ( Baneasa, barcanesti, Azuga, Busteni, Camil Ressu).
Electromechanical Coordinator – Shell Romania 1996-1998
Shell intiated the project as an attempt to get the aviation fuel market in Romania.
• Managing and ensuring all project specifications are fully in line with Romanian legislations, this being the first aviation fuelling facility designed to meet the european standards in Romania. The project was about two aviation fuel facilities in Bucharest Airport and Petrobrazi refinery.
• Ensuring that the objectives, direction, controls and coordination of all mechanical and electrical project elements are fulfilled and achieved
• Managing and monitoring all design and engineering work on layout, piping, stationary and running equipment, electrical and instrumentation, steering and challenging the remaining discipline (civil).
• Managing, monitoring and coordinating detailed design and engineering, procurement and construction activities during the implementation phase. This was followed by pre/commissioning activities until smooth and timely handover to operations happened.
• Recruting and training of all operational staff.
• My area of responsibility covered the storage tanks, piping systems and controls, power supply, fire fighting equipment, lighting, control room, office facility utilities, data lines and transfer, technological aviation fuelling equipment.
• Develop simoultaneously an aviation delivery gantry in Petrobrazi refinery.
• The build a facility acceptable as fully operational with no ammendments by Shell Aviation Operational Unit.
• Succesful implementation of Shell world-class aviation fuelling standards and set-up new operational fuelling standards for the first time on the Romanian air-fields
• To recruite very early the operational personel, which helped and made possible an earlier start of the operations.
Site Manager – Aweidha Polimex Abu-Dhabi/ U.A.E. 1991-1996
Aweidha Polimex was activily involved in a US$ 1.3billion Desalination Plant project. Acting as a Main Contractor, the company built about 1/3 of the plant, covering the final stage of the unit, designed to be the main water source for the capital, Abu-Dhabi.
• Coordinate the workes perfomed on site by 110 crew. The scope of work covered 90 electrical MCCs and Instrumentation, Control, Mimic Panels, 8 step down transformers, cable trays and 300km HV and LV electrical cables, piping systems for desalinated water, chlorination units, 4 x 46,000 cubm tank farm and 4 x 7,200 t/h pumping capacity, including lighting, lightning, cathodic protection, field instruments, HVAC systems.
• Documents, site records, progress meetings.
• Documents verification and alteration orders.
• Work progress assesment and invoicing.
• Subcontractors` work coordination and supervision.
• Health and safety standards on site.
• Save costs for the company, anticipating the technicale hurdles and claiming extra budget to cover the extra work and effort.
• To overcome major difficulties on site due to the poor design and paper work.
• Request a comprehensive technical analyses of the project of all parties involved, in order to bring the project on the right track.
• Lead to an extension of the current contract that ultimatelly saved the financial outcome of the project , turning a strong threat into a profitable position.
• Identify solutions and corrections in order to push the project forward.
Electrical Engineering Coordinator & Project Management – Energopetrol Campina 1984-1991
• Coordinate electrical site works in oil upstream & downstream industry as drilling rigs, pumping units, crude storage tank farms, underground combustion compressors stations, power distribution, cathodic protection, refinery maintenance programs ( Baicoi, Berca, Moinesti, Ticleni, Petrobrazi, Vega, Teleajen, Astra ) .
