Job Description:
• To receive new enquiry / tender files, review with Proposal Manager for Proposal strategy
• Issue Instruction (Scope of Work), schedule for completion and necessary specification to other relevant departments and coordinate for execution & clarification with clients.
• Request and expedite the required engineering data (PID, PFD, Specification, data sheet, drawing, BOM, Engineering man hours, etc) from engineering and :
- Check received engineering data and clarify if necessary
- Issue to Estimator
- Issue to procurement for vendor / sub contractor quotation
- Review and prepare bid tabulation of all incoming quotation / proposal from vendor / sub contractor for issue with tender / quotation.
• Coordinate with Engineering to prepare technical specification to be issue with RFQ to vendor / sub contractor.
• Ensure that vendor / sub contractor are identified in obtaining technical and commercial input and also managing database for further reference.
• Check all tender submissions, documentation for accuracy / compliance with clients requirements, namely from : Project execution plan / Method statement, Manpower Loading, Project schedule, other as required by client, and communicated effectively across management and client.
• In collaboration with Contract Admin Manager and Audit Manager, review Clients Contract draft for preparation of detail costing and monitoring of high risk areas for cost overruns.
• Determine of no-compliance / deviation and list these in the tender / proposal.
• Ensure Bid Bond is prepared in time.
• Check, review estimate and summarize base cost.
• Coordinate internally with engineering, procurement, operating and finance in collating & preparing tender (technical / commercial), including editing and compilation of any relevant HSE & QA/QC documents suitable per tender requirements.
• Handle follow up clarifications issued by client.
