Job description and responsibilities:
I am responsible for designing, implementing, improving and managing the overall Health and Safety Program for Engineers and will support company technical staff in safely and successfully completing complex projects for clients. The Corporate Health and Safety Program Manager will represent the company safety culture and values and demonstrate the ability to lead a progressive organization to assess occupational health and safety risks and to devise and implement strategies that drive constant improvement in occupational health, safety and wellness for the company’s employees and operations.
Other Duties and Responsibilities:
•Manages Engineers’ Health and Safety program and provides leadership in a zero accident culture, establishing best practice standards and expectations, auditing against expectations and keeping management apprised of status.
•Provides project-specific health and safety planning, training and regulatory compliance support for large industrial and petroleum clients. Conducts health and safety compliance audits as appropriate.
•Conducts project risk assessments, job safety analyses and job hazard analyses to determine appropriate planning, personal protective gear (PPE) and training requirements. Prepares or coordinates preparation of project-specific health and safety plans (HASPs) and any necessary Standard Operating Procedures. Conducts or coordinates project site inspections to ensure that health and safety requirements are being met.
•Develops strategy for compliance and safety procedures based on regulatory, client and company business requirements.
•Responsible for health and safety accident/near miss investigations and reporting, as well as providing recommendations and corrective actions.
•Ensures that systematic methods are applied to the detection and correction of health and safety non-conformances, as well as procedures for effective corrective and preventive action.
•Establishes standards and methods for measuring health and safety performance. Responsible for OSHA compliance and reporting, and EHS scorecards. Sets site goals and targets, monitoring progress.
•Trains Office Health & Safety Coordinators to assist in the development and implementation of project-specific health and safety plans and other corporate health and safety directives at the local level.
•Effectively presents information and responds to questions and concerns from employees, managers, clients, regulatory agencies and the general public.
•Develops and conducts all occupational safety, health and environmental training and educational programs in accordance with company and client requirements.
•Continually gains credibility among internal and external clients by demonstrating leadership of company health and safety program.
•Acts as a liaison with clients, authorities and industry organizations so that the company is informed with respect to the most current industry standards.
•Oversees DOT and non-DOT drug and alcohol testing programs and compliance. Works directly with project managers, office and field staff, outside vendors and Human Resources (specific to their role relating to actual testing of employees).
•Ensures that systematic methods are established for maintaining the currency of project HASPs, corporate health and safety directives or standard operating procedures, and personnel training records.

Inspecting all projects and maintain the records
Seek external advice and support as required from other sources.
Liaise as necessary with staff on matters concerning Health and Safety.
Liaise with Sub-Contractors on matters concerning Health and Safety.
Analyze Report Forms for Accidents and near misses reportable under local legislation.
Audit Sub-Contractors procedures practices and implementation of remedial measures as appropriate.
Attend General Safety Co-ordination Meetings. Prepare Minutes and send to all the concerned.
Advise company officers and staff of Health, Safety and Environmental legislation.
Monitor the effectiveness of Safety policies in terms of performance.
Monitor the maintenance of other Sub-Contractor’s registers as applicable to site activities and other Health and Safety requirements.
Promote safety awareness and accident prevention measures to secure a safe place of work.
Audit Contractors environmental performance.
Review and Audit Contractors Documented Procedures or Safe Systems of Work Method Statements.
Monitor the sub Contractors performance in terms of the above where departures from their plan need arrangements are identified bring it to the sub Contractors attention by means of a ‘Non-Conformance’ in accordance with Safety Plan.
Advise the stoppage of any unsafe work to operation Managers and to the concerned sub Contractor’s representatives.
Has the authority to advise the stoppage of any operation or system of work engaged by employees or their Contractors and Sub-Contractors involved in the Project.
The duties of the HSE Manager will include but not be limited to:-
Liaise with the Client’s representatives on HSE issues regarding Associated Contractors.
Chair weekly Associated Contractors HSE Coordination meetings.
Compile Associated Contractors statistics and prepare weekly and monthly HSE reports.
Partake in HSE walkabouts and inspections with senior management, client and associated contractors.
Prepare and update Emergency and other HSE Procedures in conjunction with the Associated Contractors Representatives.
Review and comment on all Work Procedures, Method Statements and Risk Assessments of Associated Contractors.
Promote awareness of injury prevention and damage control to all Associated Contractors.
Keep up to date with the recommended codes of practice and new safety literature and circulate such information applicable to each Associated Contractor.
Issue Non-conformance Reports for serious irregularities observed or site.
Partake in HSE Audits and assessments.
Monitor the effectiveness of Associated Contractors HSE policies in terms of performance.
Conducts special projects as requested by company management.
