| Description: |
A minimum B.A. or B.S. degree (evidence of competence rather than certification is desirable).
General Experience:
Must have at least 12 years of IT projects experience, including at least 8 years of IT program management in a public sector enterprise.
Specialized Experience:
At least 8 years of direct supervision of IT software development, integration, maintenance projects, and/or personal identification systems. Must be capable of leading projects that involve the successful management of teams composed of data processing and other information management professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and/or personal identification systems.

Duties:
• Performs day-to-day management of overall program components involving multiple projects and groups of personnel at multiple locations.
• Organizes, directs, and coordinates the planning and production of all contract support activities.
• Demonstrates written and oral communication skills.
• Performs day-to-day management of assigned delivery projects involving teams from multiple vendors and consisting of information system and management professionals.
• Demonstrates proven skills in those technical areas addressed by the SOW.
• Manage and oversee the daily operations of a large scale, multi-year program, ensuring efficiency and effectiveness of the program execution.
• Manage several software development projects utilizing cross-functional teams.
• Creates and update integrated program plans and schedules.
• Lead the Program meetings, ensure teams are following defined processes as identified by the NIC PMO, and ensure that issues/risks are identified, tracked and worked to resolution.
• Work with project managers to secure appropriate project resources and to resolve resource issues.
• Provide the senior management with the program status. Assist in the alignment of project team deliverables with product releases and customer-specific schedules.
• Provide technical and/or professional coordination and leadership in the execution of day-to-day program/project activities, as appropriate to program objectives and area of expertise.
• Facilitates team workshops where scope, time cost, quality or issue are discussed.
