Job Title Head Of Engineering
Department/Division Engineering
Reports to Chief Operating Officer
Job purpose
To establish the direction, policy and leadership of the Engineering Departments. To represent the Firm’s design goals and philosophy and take the engineering lead in business development. Is responsible for the profitability and quality of Engineering projects. To assure that:
A. The total engineering function is staffed with competent, experienced people;
B. The division maintains programs developed to assure that it can at all times provide up-to-date engineering knowledge and practices to the solution of client problems;
C. The division is organized to assure that its total engineering and technical experience is applied to all stages of an engineering proposal or project;
D. The division maintains the procedures needed to assure quality control.
Duties – include but are not limited to …
1. People and Growth
• Manages division/department head personnel.
• Ensures that the responsibilities, authorities and accountability of all direct subordinates are defined and understood.
• Trains, evaluates and mentors department heads. Performs performance appraisals.
• Develops and implements a succession plan for all key staff.
• Assists the Department Managers in the recruitment, education, and career development of professional and technical staff.
• Reviews hiring, firing and layoff recommendations from the department heads and makes recommendations to the Chief Operating Officer.
• Reviews recommendations for raises and bonuses for personnel under his/her control and submits to the Chief Operating Officer.
• Advocates, demonstrates, and demands appropriate professional behaviour and takes corrective action when necessary.
• Mentors staff in professional demeanour, technical competence, team building, process improvement and client relations.
• Resolves disputes among department heads.
2. Operations / Processes
• To assure that the division meets agreed technical and performance standards.
• To prepare and publish standard procedures to be used in the planning and performance of engineering programs.
• To provide the necessary coordination, in cooperation with the Head of Project Management, of engineering and drafting plans activities to assure that the total engineering effort for all projects is performed in a logical sequence to minimize rework and offset potential scheduling conflicts and problems; to provide the necessary liaison with project managers and engineers in this regard.
• To monitor continually the manpower staffing of the engineering function in relation to approved budgets, anticipated activity levels and competence and take the action needed to assure that the engineering function is staffed to meet future requirements in relation to budgetary constraints; to assist the HRD Manager, in collaboration with the Department Managers, in establishing salary scales and remuneration policies that are geared to attracting and keeping the calibre of engineering and drafting personnel needed to meet Company standards and commitments.
• To support the Heads of Departments and the Project Engineers as needed to assure that there is adequate interdisciplinary coordination of project activities.
• To monitor the performance of the total engineering activity as it is being performed on projects and keep the appropriate HODs and the Head of Project Management fully informed on the changes required to meet the Company`s performance standards.
3. Professional / Technical
• To develop quality control procedures and monitor the use and application of such procedures for all engineering and drafting work throughout the Engineering division and on each project; to keep the COO fully informed on major variances to quality standards and the program needed to eliminate quality variances; to solicit the assistance of the COO when scheduling considerations are in conflict and cannot be resolved at lower levels.
• To assure that the total engineering function of the Company is kept up to date in modern engineering techniques, practices, methods, materials, etc.; to plan and prepare budgets required to perform the development and training activities such as attendance at selected engineering conferences and seminars, correspondence courses, full-time university courses, etc.
• To actively support and encourage the preparation and presentation of technical papers and the representation of the Company in outside societies and committees.
• To develop and train engineering staff in the techniques required to upgrade their capability in report writing and the preparation of specifications; to assure that the Company reports meet adequate standards of presentation before they are released.
4. Cost and Time
• To supervise the compliance of the engineering departments with the project sub budgets.
• To ensure that staff utilisation targets for the engineering departments are met.
• Ensures that departments comply with staff budgets and schedules.
• Reviews weekly time reports of department heads.
5. Business Development
• To provide assistance in the preparation of proposals and the development of conceptual engineering.
• To assist and coordinate, in collaboration with the HODs: Engineering and Head of Project Management, the definition of projects in engineering terms, the description of designs and design philosophies, the definition of the scope of work to be performed by the Company, and the development of cost estimates, cost standards and schedules to reflect the scope of the work involved.
6. Customer Focus (both external and internal)
• Provides technical support and presentations to Clients when required
• Maintains good relations with Clients in order to promote repeat business.
• Works collaboratively with all Professional Departments and Managers to support the achievement of company goals
Supervisory Responsibilities
List number and titles of subordinates Manages three subordinate department heads who supervise a total of 90+ employees in the Civil & Structural Engineering, Mechanical Engineering and Electrical Engineering Departments. Is responsible for the overall direction, coordination, and evaluation of these departments.
Physical Demands of the job Office-based. High pressure environment. Business travel may be required.
Minimum Qualifications B Degree in Engineering, Licensed Engineer
Preferred Qualifications M Degree in Engineering, Licensed Engineer, MBA
Registration required KSE, Kuwait Municipality
Type of Experience required • Record of leadership capabilities in areas of communication, professional approach, personnel and design management.
• Capable in marketing engineering services
• Thorough expertise in the field of engineering and working knowledge of allied design disciplines.
