Purpose of Job
Brunei Liquefied Natural Gas Sdn. Bhd. (BLNG), is one of the oldest and most established LNG plants worldwide. It has annual revenue of approximately B$ 3.5 billion.
To ensure continuation of existing reliable operational capabilities until 2033 in line with BLNG Business Plans, the “Asset Reference Plan” Projects function (APM) has been established to develop and implement projects related to the Asset Reference Plan (ARP).
The purpose of this position is to: (i) Build proper relationship with the Project Teams, establish a collaborative environment where Cost Engineers, Planners, Contract Engineers and Project Finance are aligned; (ii) Implement a controlled project environment, aimed at achieving business objectives, providing timely, objective and transparent Management and Financial Information, and promoting effective risk management (including independent support and challenge); (iii) Provide quality support in the areas of Governance and controls that aligns with Key Finance priorities, scope and performance monitoring of all ARP Projects.
Principal accountabilities
1. Business Controls, Governance & Assurance – Develop governance and controls framework that aligns with key Finance priorities. Develop fit for purpose project accounting controls and procedures, ensuring that they are part of the SAP system. Ensure that the project staffs are complying to SAP system. Lead / participate in project audits, including contract compliance reviews. Lead the development and maintenance of tools to assist engineers in financial project data.
2. Project Accounting & Financial Controls: Ensure that the standard project procedures, controls and reports are implemented and used across all APM Projects. Set up of project master data in SAP to ensure the accurate recording of financial data. Ensure that systems and methodologies are in place for the accurate allocation of project costs, value of work done and commitments, and these are complied with. Ensure Variations/Claims follow a proper process as they mature so that Contingent Liabilities are properly recorded and probable Liabilities are booked. Ensure Requisition to Pay process is adhered to. Provide regular reporting especially on Invoicing status. Ensure contingency is handled with Change Control Procedures.
3. Performance Management: Design and implement fit for purpose standard reports to be used by Project teams across the APM organisation. Monitor performances against promise in Project Milestones proposal and ensure potential overruns are highlighted. Ensure that finance learning is transferred from project to project.
4. Supply Chain Management (APM Contracts) - Assist in assessing financial pre-qualification of potential bidders. Ensure main contracts are understood and identify the key financial risks therein which will require focus as the contract is executed.
Functional Support: Develop a means of transferring functional support and best practice to all APM groupings. Co-ordinate input to benchmarking exercises as and when required. Finance Competences – development of learning curriculum to strengthen and deepen skills and competencies of Finance Staff working in APS.

Required
- Degree in Finance and Accounting and/or CIMA or ACCA qualification.

Experience
Minimum 5 years experience in a Project Services role, with significant exposure to Financial / Budgetary control, cost planning and contract administration, Preferably on Gas & Power projects and activities.
Training Relevant work experience that demonstrates ability to manage project finance control function independently and sound knowledge of systems and related procedures. Relevant IT and System Applications courses, competency in using SAP.
Special Abilities
· Good communication skills, with the ability to develop effective business relationships both within and outside functional boundaries
· Computer literate, with experience of Project Management tools and Microsoft Excel
· Ability to work independently within a multi-disciplined team
· Good sense of commercial awareness |
