| Description: |
Prime Objectives Of The Post:
· To ensure that the Council complies with its statutory duties implementing fully the requirements of the Construction (Design and Management) Regulations 2007.
· To provide a professional, CDM Co-ordinator Service as defined by the CDM Regulations 2007 on construction projects as directed by the CDM Manager.
· To provide technical and procedural advice on the CDM Regulations to Clients, Designers & Contractors to ensure that the end product and the required construction activities meet the required legal and technical standards in terms of health and safety, as defined by the Health and Safety at Work etc. Act 1974, the CDM Regulations 2007, and all other associated health and safety legislation.
Supervisory/managerial Responsiblities:
· To provide advice and professional assistance to employees within Facilities Management, the Council, external design consultants/contractors working on Council Construction Projects, on their duties under the CDM Regulations 2007.
Supervision And Guidance:
· Directly responsible to the CDM Manager from whom professional and policy guidance is sought
· To ensure co-operation and co-ordination between Designers at all levels within Facilities Management, Highways Services, other design departments within the council, external design consultants and design practices appointed by the council, and manage the flow of information between project team members.
Range Of Decision Making:
· Make decisions requiring a high level of competence as required by the CDM Regulations 2007, technical expertise and professional judgement.
Responsibility For Assets, Materials, Etc:
· Access to highly confidential and sensitive, financial, contractual, commercial and political information, which if released could seriously prejudice or embarrass the Council, individuals or outside bodies.
· Council assets and equipment used in fulfilment of the duties.
Essential Qualifications:
· A minimum of 4 years post- qualification experience – including site management and design experience in managing construction projects from inception to financial close and a minimum of 2 years experience in Planning Supervisor / CDMC duties.
· Qualified in construction to minimum of NVQ level 4NEBOSH or equivalent professionally qualified; Membership of Association for Project Safety or equivalent. Membership of other relevant professional associations
· Prepared to seek opportunities for further professional development. Evidence of responsibility for self-development.
· Demonstrate an ability to meet the competence standards set in the core criteria table in CDM Regulations 2007.A good working knowledge of the CDM Regulations, Construction Health and Safety legislation and HSE Guidance notes. A good understanding and appreciation of, the roles, duties and relationships (contractual and informal) between the Client, Design Team and Contractors.
· Have a high degree of integrity, persuasive influence and be observant. Must be capable of undertaking a heavy workload, at times to strict deadlines. Ability to work on own initiative and confidence to take decisions.
