| Description: |
Prime Objectives Of The Post:
· Based in the Major Projects and Procurement Department within local government offices, the post holder will be deployed to project manage and successfully implement programmes within time, cost and quality parameters.
Supervisory/managerial Responsibilities:
· Responsible for managing relationships strategic partners/stakeholders related to the prime objectives of the post.
· Matrix management responsibility for all resources identified to work on workstreams as agreed with the Strategic Director including those based in other local government departments or partner organisations.
Supervision And Guidance:
· Directly responsible to the Project Director with matrix management to the Assistant Director Major Projects and Procurement working under minimal supervision and guidance on managerial, policy and financial issues.
· Managerial responsibility of all staff associated directly or indirectly with such project/programme implementation.

| Capacités Requises: |
Qualifications – Essential:
· Minimum of 5 years senior level experience on capital projects.
· Experience of working with a wide range of professional staff including senior staff at Director level and above.
· 5 years Project and or Programme Management experience.
· Experience of risk management.
· Experience in bid writing, submitting proposals in view of securing external funding.
· Degree or equivalent level of a Professional qualification (NVQ Level 4) in a relevant discipline – eg education, finance, law, procurement, project management construction or design related disciplines.
Qualifications – Desirable:
· Experience of partnership working in the public sector.
· Experience of PFI contractual documents and negotiations
· Experience of chairing and leading stakeholder consultation meetings
· Experience of liaison with different organisations including government departments and agencies, private partners, other local authorities, and other key local agencies. Writing and presenting reports to committee or similar bodies
· An understanding of the issues facing local government
· Experience of working and operating within major property/infrastructure capital projects. Experience of change management. Experience of client management and stakeholder liaison
· A formal Project Management qualification – e.G. Prince 2Managing Successful Programmes qualification. Leadership course – e.G. Common Purpose |
