In Anticipation of Contract Award- VA HR Specialists needed in Memphis, TN
In anticipation of a new contract award, FPMI is seeking HR Specialists with experience in Veteran’s Administration HR functions in the Memphis, Tennessee area.
In these roles, selected candidates must possess experience in the following responsibilities:
• Preparing documents, project papers, and studies as it relates to human capital planning
• Providing top management with advisement on sound personnel administration and personnel management in all areas of Human Resource Management
• Analyzing the broader implications of Office of Personnel Management (OPM) and Veterans Affairs Central Office (VACO) Personnel authority, laws, regulations, policies
• Recommending personnel policies, techniques and methods to assure sound, meaningful, and practical personnel administration
• Providing technical and advisory service representation regarding rights, benefits, and services and other general personnel management activities
• Evaluating current procedures to ensure that accurate control systems are in place to assess quality and timeliness of service provided and provide data to the Human Resources Officer to ensure workload is appropriately distributed
• Preparing documents, project papers and studies as it relates to human capital planning
Requirements:
• Minimum of five (5) years VA HR experience
• Experience utilizing and applying Merit Principles
• Experience explaining and understanding Prohibited Personnel Practices and administering a Merit Promotion Plan that is complaint with the appropriate VA/VHA and negotiated bargaining agreement requirements
• Past performance, experience and knowledge of OPM, VA, and VHA policies and regulations
• Experience rating and ranking candidates and clear practice of applying Best Qualified criteria
• Experience advising management of appropriate disciplinary actions that may be taken based on documented evidence and in conjunction with a negotiated bargaining agreement
• Experience in all areas of the Federal Civilian Human Resources rules and regulations
• Experience in conducting consistency reviews
• Experienced in organizational management
• Experience applying OPM, VA, VHA, Comptroller General decisions, Regional Counsel opinions, etc.
• The ability to identify competency deficits and policy change requirements
• Proficient in Microsoft Windows, Word, Excel and Access
• Ability to obtain security clearance
Preferred:
• Experience developing and evaluating functional statements and/or scopes of practice for Title 38 and Hybrid Title 38
• Mentoring skills
• Experience in systems redesign, i.e. TQI. TQM, ACA, etc.
• Microsoft Visio
