Title: institutional Capacity Building (ICB)/Service Delivery Promotion Manager
Reports To: Chief of Party
Location: Jordan
A USAID/Jordan funded Associate Award implemented by Pathfinder International and Management Sciences for Health is hiring a qualified ICB/Service Delivery Promotion Manager for its Jordan project. The Project will support the Jordan Association for Family Planning and Protection (JAFPP) through provision of technical assistance and funding to achieve a bigger market share, stronger governance and improved cost recovery.
Overall Responsibilities:
Institutional Capacity Building/Service Delivery Promotion Manager is responsible for the development of activities that will respond to JAFPP`s organizational needs and will assist JAFPP in building and strengthening its capacity for program sustainability and expansion. S/he provides technical assistance and mentoring to JAFPP in issues related to new business development, diversifying and marketing services and expansion of market share. S/he provides assistance to staff in the design and implementation of marketing and BCC campaigns and repositioning JAFPP`s institutional image. S/he ensures that all project findings, messages and reports are effectively communicated and disseminated via appropriate and cost-effective media. S/he also assists JAFPP to strengthen and expand its capacity to build alliances with the private and public sector and NGOs. By the end of the project this position should be absorbed by JAFPP and should become part of JAFPP`s org chart. She or he collaborates closely with the project/Clinical Advisor to ensure seamless planning, implementation of activities, and technical support with client organizations. S/he work with short term governance consultants on orienting the board of directors and management on good governance, elections, changing members, conflict of interest, code of ethics. S/he supervises other institutional capacity related staff and others as required.
Specific Responsibilities:
1. Provide and/or oversee technical assistance and training support in individual and, institutional capacity development and transition, and management system development such as grant writing and business plan development and marketing services. Oversee and manage the identification, deployment, implementation and monitoring of technical assistance related to institutional capacity building provided from all sources, including by the staff, as well as regional and international consultants.
1. Implement and scale up technical assistance in a manner that leads to adoption and sustainable use of tools and approaches by building client awareness of current gaps, achieve buy-in on the viability and need for an tool or approach, and train client staff on the use of tools or approaches, utilizing expertise in some or all of the following key areas of technical assistance mentioned in the general description above.
2. Facilitate and Assist the BOD and the management in the application of the revised bi-laws
3. Assist in building systems for delegation of authority from the BOD to the Management of JAFPP
4. Work hand in hand with the JAFPP marketing manager and a local marketing entity in designing and implementing a marketing plan
5. Build and manage professional relationships with key stakeholders, and provide reliable, high-quality follow through on all obligations to clients and other parties.
6. Communicate with clients, donors and other external parties as requested, including contributing to written reports and/or presentations.
7. Develop tools and interventions to address client needs, including manuals and new systems, and utilizing existing tools, with a focus on incorporating these tools into client’s operations.
8. Strengthen the managerial and technical capacity of each local partner by conducting a needs assessment of their capacity; creating an action plan; assisting in implementing their action plan.
9. Contribute to the design of strategies for implementing institutional capacity development across multiple clients, utilizing existing resources, according to client’s greatest needs, with awareness of cultural and political sensitivities, and according to donor expectations and timeframes.
10. Bring pending needs for contracted work or short term technical assistance to the attention of the Project Director in a timely manner.

| Capacités Requises: |
Qualifications
1. At least 5 years of experience and progressively increasing responsibility in the areas of training and human capacity development. The emphasis of prior work shall have been in business development and marketing.
2. A Masters degree from an accredited university program or have equivalent experience.
3. Experience in family planning/reproductive health programs is desired, preferably including several years working on USAID or US government funded projects.
4. Demonstrated technical expertise in providing technical support to institutions to strengthen their management and leadership, institutional systems and processes, and ability to develop linkages with other organizations.
5. Fluency in Arabic and English required.
6. Exceptional interpersonal, teamwork, and partnering skills.
