Background:
The Company is a major general contracting company of offshore oil and gas E&P projects. It is engaged in the business of design and construction of offshore oil and gas E&P projects and their offshore terminals, the construction and installation of wharf steel structures, the laying of submarine pipelines and cables, the loading, transportation, installation and commissioning of jacket platforms, and the testing and maintenance of offshore and onshore facilities
The Company is listed on the Shanghai Stock Exchange and is a leading player in Asia Pacific.
Responsibilities:
Develop project Work Breakdown Structures (WBS) and allocate budgets at appropriate WBS levels for project tasks;
Develop and implement project baseline budgets;
Review project scope change and change order requests for proper justification, schedule impacts and adequate budget and funding;
Prepare forecasts, cost trend reports and monitor cost and budge forecasts;
Report project cost to management for internal review as well as analyze cost variances and recommend corrective actions;
Ensure that relevant cost management procedures and reporting requirements are incorporated where appropriate on invitations to tender;
Assist with the set up, tracking and analyzing engineering man-hours and associated costs within the Company’s management system;
Review client and vendor invoices;
Establish cost management procedures and reporting requirements;
Prepare narrative and cost reports.

| Capacités Requises: |
Requirements:
Minimum Bachelor degree in engineering;
7-8 years of cost control experience in the oil and gas industry;
Desire to work and collaborate in intense, result driven and changing environment with multiple projects;
Demonstrate significant personal initiative, assertive, diplomacy and ability to quickly build effective working relationships with clients and project team;
Comfortable with business travel;
Fluency in English and Mandarin is a must.
