| Description: |
• Shares responsibility for development and amendment of the regional business plan
• Develops and maintains local relationships (partners, customers, suppliers, governments) critical to the success of the business plan
• Interacts regularly with key customers/potential customers in the region to advance the business plan
• Understands key contract terms and conditions in detail and provides analysis and assurance in the development and execution of key contracts. Ensures tax efficiency objectives are integrated. Regularly reviews each contract to ensure company’s interests are maintained
• Supports or participates in contract negotiations as required
• Provides tax and financial analysis to support RGM, IGC and Corporate assessment of potential business deals, including tendering and contracting aspects
• Identifies and implements opportunities to enhance profitability
• Must be able to understand the dynamics of the market place and identify opportunities which enable the financial objectives to be met
• Evaluates competitor actions and recommends steps that are necessary to achieve the goals in the business plan
• Leads the Annual Budget process with emphasis on business plan delivery
• Responsible for employee development and training and succession planning for Region’s Commercial/Finance/Admin discipline staff
• Shares responsibility for strict adherence to FCPA, Corporate Code of Conduct and company policies
Financial/tax
• Primary responsibility for accuracy and timeliness of regional financial statements
• Plans and implements international tax operational structures, including entrance and exit strategies for foreign countries, in collaboration with Corporate Tax
• Coordinates foreign external tax audits
• Works collaboratively on international tax matters and projects with the Corporate Tax department
• Interacts with outside tax counsel and accountants to ensure company’s position is well managed
• Coordinates work with host country accountants and attorneys in tax compliance matters and tax audits
• Reviews and/or prepares local books in accordance with the planned tax strategy and host country requirements
• Supplies host country accountants with needed information for statutory audits
• Assists in international tax research and planning for both corporate and personnel matters
• Contributes to and supports determination of optimum tax planning for acquisitions, joint ventures, current operations and financing arrangements
• Prepares tax expense and cash flow budget for assigned country operations on an as-needed basis
• Prepares annual and quarterly tax accruals for assigned countries and other accruals on an as-needed basis
• Reviews transactions between countries and between companies for tax consequences and prepares or assists in preparing the needed documentation such as sales contracts, loan documents, appraisals, etc.
• Has primary business unit accountability for Sarbanes-Oxley compliance
• Shares responsibility for development and maintenance of internal controls necessary to protect company assets and ensure accurate financial statements
• Shares responsibility for prompt, complete and sustainable process changes identified by internal audit
• Responsible for a thorough monthly review of all regional financial statements, continually looking for emerging trends and actions required
• Responsible for timeliness, accuracy and completeness of all reconciliations sent to the corporate office
• Reviews and approves all wire transfers requested by the various division offices
• Regularly reviews accounts receivable and works diligently for timely collection
• Ensures timely, complete & accurate reconciliations of local books to GAAP books
• Ensures that all P P & E additions, transfers and retirements are properly authorized and recorded in a timely and accurate manner
• Ensures that all bank accounts are properly authorized and require dual signatures
• Ensures that all cash transactions are properly authorized and immediately recorded
• Ensures that all liabilities are properly authorized and immediately recorded
Administrative
• Ensures that proper coordination takes place between area administrative functions and corporate office staff functions
• Acts as liaison with corporate office Risk Management regarding insurance coverage requirements
• Ensures there is ongoing commercial communication to personnel in all of the region’s locations
• Supports the Operations Manager in cost effective properly documented equipment moves
• Ensures that changing local laws and requirements are promptly identified and adhered to
Supervisory Responsibilities
• Supervises regional office commercial/financial/tax/administrative staff and site commercial/financial/tax/administrative managers (both dotted line and straight line), including:
• Supervising crew change, local transportation, logistics, housing, etc
• Supervising travel policy and execution
• Supervising visas/work permits administration and compliance
• Supervising security (with RGM)
• Supervises all aspects of the purchasing function (with RGM)
• Supervises locating regional office space and obtaining the proper approvals before signing any contracts
