Purpose of Job
BSP has a large portfolio of projects distributed over 4 main Assets, both green field as well as many brown field and rejuvenation projects. In 2006 it was decided to set up a separate organisation for the execution of all Major projects in BSP to improve project delivery. The largest and one of the most challenging major projects is the Champion Waterflood project. This project has recently passed DG3 and needs competent engineers. The project covers the design, fabrication and installation of a multitude of platforms and related pipelines, power cables and umbilicals as well as upgrade and extension of many existing facilities.
Projects in BSP are typically executed under BSP management i.e. all design, fabrication, procurement and installation works were done in house or under BSP direct supervision and therefore a very hands on approach is required. Fabrication is executed under a frame agreement in BSP’s own fabrication yard in Kuala Belait.
The primary role for this position to develop project QA/QC strategies and provide QA/QC support during the Champion Waterflood execution phases and work with the asset teams to build the required capability to operate the facilities. This role includes the following:
• To ensure the application of an appropriate and recognised Quality Management approach that meet and comply with BSP’s quality policy, objectives and requirements
• To be the focal point for all activities related to QA/QC of the project.
• To be the focal point for Project Change Management process
• To provide advice and guidance to the project leads and the project teams on all matters of Quality Management.
• To assist in the management of quality risks in accordance with the risk management system.
• To define, plan , execute, monitor and report on all activities related to QA/QC, surveillance, audits and inspection for all project phases and scope elements of the project.
• To co-ordinate the work of the project’s QA/QC team.
• To liaise with the corporate and contractor’s / supplier’s QA/QC resources to ensure all the project’s quality and schedule objectives are met, whilst maintaining a balance with cost objectives.
• Establish, review and approve quality assurance and control procedure and monitor its implementation and see to its proper application.
Budget
The Champion Field is the largest field in the East Asset Unit and one of the largest in BSP. It is a geologically complex field containing some 30 fault blocks and more than 500 reservoirs and has been producing since the early ‘70s. Though with a long production history and the first water injection scheme implemented in the mid ‘80s, recovery from the field has remained less than 30%. The implementation of water injection in Block 13/14 and the de-bottlenecking of the existing WI plant over the last 2 years aimed at providing an injection capacity of 20,000 m3/d marked the start of a commitment to pursue secondary recovery in the Champion Field. Over the next 5 years, it is planned to significantly expand the field development in Champion so that recovery can be maximised and the development plan optimised and in full synergy with the different areas of the field as well as other fields within the asset unit. This project will be one of the most important projects in BSP forthcoming business plan and is of significant strategic importance to both shareholders (Shell and Brunei government) from the perspective of achieving the aspired Reserves Replacement as well as sustaining BSP’s production.
The project value is in excess of 4 Billion BND
Principal accountabilities
The Sr QA/QC Engineer has the following responsibilities for the Champion Waterflood project:
• Develop and maintain PQPs comprising of project objectives, project plan, resources, roles & responsibilities, identification of critical activities, defined standards, process controls, audit & review plan, lesson learnt, documentation control, inspection and certification requirements covering all project phases and all contractors / suppliers.
• To prepare/schedule/execute quality audit/review and follow up corrective programmes to verify compliance with the Project’s PQP and agreed contractors/suppliers PQP.
• Maintain functional link with Company’s QA department and to ensure all relevant initiatives and requirements are implemented in the project.
• To prepare and monitor compliance plan covering statutatory / legislative requirements to ensure submission to relevant authorities for such approvals is timely and successful.
• Coordinate with the contractors on matters of Quality Plan submittal, documentation and the resolution of non-conformance
• Ensure the Project Change Management process is fully implemented in the project across all disciplines and project phases
• Ensure the inclusion of quality requirements in tenders/contracts/requisitions and evaluate tenders and requisitions against quality requirements.
• Ensure that necessary inspection requirements have been included in the Inspection & Test Plan for inspector’s work.
• Supervise the receiving, inspection and testing of material and equipment as required by the Quality Plan and in accordance with the contract agreement prior to receipt and or acceptance by the Company

| Capacités Requises: |
Experience
The candidate must be a skilled and experienced professional.
• Bachelor of Science in Engineering with min 8 years in the oil and gas industry in QA/QC, inspection and auditing. Experience should include major involvement in the fabrication and installation of offshore oil & gas facilities and working with project engineers and contractors, auditing and involvement in ISO certification, review and auditing.
• Effective communication, interpersonal and leadership / influencing skills.
• Should be computer literate and skilled user of MS Office suite of programs and other relevant software.
Special Abilities
• The incumbent should be capable of working under considerable pressure whilst maintaining the ability to plan, co-ordinate, motivate and direct people.
• Full understanding of HSE management principles.
• Must have a proven delivery track record.
• Have good interpersonal skills - ability to work with multidisciplinary, multicultural teams
• Have good communication skills - ability to communicate well, laterally and vertically within an organization.
• Have good understanding of ORP processes and the ability to promote these into the execution. |
