Purpose of Job
The Well Services Operations Engineer is responsible for the day-to-day on Site planning and execution of Wireline, Grouting, Well Head Maintenance, WRM, Fishing, Milling, Stimulations, Completion and Intervention/Workover activities, maintaining maximum HSE and operational efficiency, at maximum value in terms of cost versus benefits. He is responsible for implementation of all the company`s policies, procedures and guidelines on drilling operations, safety and environmental protection. Is BSP’s most senior representative on Site and is responsible for first line response and problem solving of non-planned operations. He provides guidance and advice to Well Services Field Supervisors and Assistant Well Services Company Site Representatives and takes an active role in their training and development.
Principal accountabilities
Execution of daily operations
Supervises the execution of Well Services activities. Supervises the Contractor and service personnel to ensure all work performed conforms to safety, quality and highest value requirements and in accordance with the well programme. Responsible for day-to-day optimisation of activities and provision of first line action and problem solving in case of unexpected events. Provides sufficient, accurate and timely data to office based Well Services Delivery Team members. Co-ordinates the timely supply of required equipment, consumables and specialist services to ensure uninterrupted continuation of operations.
HSE
Ensures full Wellsite compliance with the BSP HSE policies and procedures as detailed in the Safety Management System, HSE Standards and all other Brunei Shell HSE documentation. Ensures all personnel are fully conversant with, and strictly adhere to, their responsibilities as detailed in the Safety Case for the respective installation. Sets a clear leadership example and promotes a high degree of health, safety and environmental awareness among subordinates. Reviews effectiveness of Vessel / Asset HSE systems by inspection and audit. Reviews effectiveness of HSE communication by line inspection. Promotes the practical implementation of the Hazard and Effects Management Process (HEMP), by the use of (mini) risk assessments for routine and non-routine operations. Fullfils he/she tasks identified in the departmental HSE Plan and ensures he/she presence during monthly office HSE meetings. Co-ordinates activities on the affecting health, safety and environmental matters, in particular, when several line departments are involved. Ensures all non-routine hazardous work is performed under the permit to work system. Ensures all near miss incidents and incidents resulting in injury or damage to assets, equipment or the environment are reported and that assigned incidents and near miss events are investigated and a report is written. Shall be certified PTW Authorised Signatory. Is the BSP representative at the regular safety meetings?
Emergency Response
Co-ordinates Brunei Shell’s response at the Site and as On Scene Representative assists the Assets/Contractor in his function as On Scene Commander in dealing with an emergency. Is fully conversant with Company and Contractor Emergency Response Procedures and ensures the Contractor is fully prepared for an emergency. Tests rig site emergency preparedness at regular intervals. Shall have attended the BSP On Scene Commander” course and be assessed competent, within 6 months of assuming the function.
Personnel
Promotes an atmosphere of mutual trust and respect amongst all personnel onboard the work unit or at the drilling site. Advises, instructs and encourages staff reporting to him in the efficient performance of their duties. Deals with interpersonal relations on the Site. Provides active support to Well Services Field Supervisors in their development efforts, in particular in preparation for the Well Services Round I and II exams. Prepares Assistant Well Services Company Site Representatives for the position of Well Services Company Site Representative. Trains new Well Services Field Supervisors in their prime roles and responsibilities, in particular logistics management, filing and reporting. Participates in staff appraisal exercises.
Takes up the role of coach for Well Services Field Supervisors, preparing for their Round I and II exams, reviews their DLP work, makes mock exam type questions and reviews answers provided. Takes personal accountability for the training performance of the Well Services Field Supervisors assigned to him.
Reporting of daily operations
Reports directly to the Head Completions Services co-ordinating the daily operations but functionally reports to the Section Head (TSW/41X/43X/45X). Inputs and verifies the accuracy of WIS daily drilling reports. Contributes to documentation of non standard or irregular operations and events. Takes personal responsibility for processing end of well reports for selected wells.
Location Construction, Waste Management
Actively drives co-ordination and optimisation of location construction/remediation, waste management and well tie-in activities for his/her Vessel / Asset. Takes supervisor`s responsibility for ensuring that location construction, waste management interface activities are performed in accordance with the contract and Company standards and that Vessel / Asset delays as a result of these activities are minimised. Demonstrates personal involvement in achieving minimum time between completion of well servicing activities and first oil production.
Contract management
Is responsible for the implementation of all relevant contracts and their variations. Ensures adherence to all contractual obligations by contractor and/or service company at the Wellsite. Is responsible for the monitoring and reporting of contractor service quality. Signs for type and volume of work performed by contractors. Inform contract holders of all service provision deficiencies and contractor non-compliance.
Personal Development.
Maintains an active interest in and familiarizes himself with operations and procedures encountered at the wellsite in preparation for promotion to Senior Well Services Company Site Representative or office based Operations Engineer. Is present during the Servicing the Well on Paper (SWOP) and other meetings taking place as part of the activity planning process. Discusses technology, new to him, with specialist service personnel and office based Well Services Engineers in order to increase his knowledge. Performs small office based projects in well engineering subjects during his time off.
Management of costs
Calculates the cost of services execution based on the job execution record and contract rates. Is fully familiar with all contract pricing to ensure accuracy of daily cost estimations. Ensures all backloaded materials are fully documented on backload telexes and ensures the relevant credits to the well are processed and recorded. Minimises equipment rental time and personnel on board by the timely and efficient transfer of materials and personnel to and from the Vessel / Asset. Has full authority for call out of equipment and personnel
Close out, reporting and performance monitoring
Provides data, assists in the preparation of, and conducts well review presentations. Ensures well file is kept up to date. Ensures all end of well reports (including Openwell, CDRS and CSD) are submitted in time. Ensures full and detailed reporting of all incidence of NPT to ensure cost implications and learning points are fully disseminated to the relevant onshore personnel. Assist in longer term operational decision making, performs cost benefit analysis on all programmed operational steps to ensure cost efficient operation, suggests alternative procedures when appropriate cost benefits are perceived. |

Qualifications
Required
- Higher National Diploma in Engineering or higher.
Preferred
- Graduate Degree in Engineering, with prior Well Services / Well Engineering experience. Records of DtL experience would be an advantage.
Competence Required
Experience
For Shell staff, minimum 3 years experience served as Well Services Engineer and/or Well Services Company Site Representative. Shall be in the possession of a valid IWCF certificate at combined supervisor level.
Alternatively for consultants, minimum 8 years Well Servicing experience of which at least a period of 3 years served as Well Services Company Site Representative. Some well site experience in Managing Concurrent Production and Vessel / Asset Activities is advantageous. Shall be able to demonstrate competency equivalent to SIEP Round I self-study exercises. Shall be in the possession of a valid IWCF certificate at combined supervisor level.
