Stellen-Beschreibung: Our client is seeking an experienced Human Resources Manager to help set up and oversee the development of an exciting new hospital project in Tbilisi, Georgia.

In the role you will have the following duties and responsibilities:

Leadership/management

• Provide the professional leadership of the HR team
• Act at all times in a manner that provides a positive role model for less senior members of staff in the hospital
• Assist in the promotion of the hospital values and behaviours


Operational

• Ensure all necessary HR operational policies, procedures, protocols etc are in place
• Prepare the annual Manpower Plan taking into account succession planning and staff competencies
• Assist Hospital Executive Team and [Management Company] research and design the culture change and other personal skills programmes, and manage roll-out in the hospital
• Prepare and update regularly a Recruitment Policy and ensure its content is properly applied
• Manage the recruitment process for staff ensuring that actions are pre-agreed with departmental heads and they are fully involved in the selection of their staff
• Develop and maintain a Succession Plan for designated posts
• Ensure managers carry out the probationary assessments in a timely manner and action is agreed for each person
• Ensure the maintenance of the Staff Database and the [electronic] personal records for each staff member
• Ensure all payroll processes are applied so that staff receive their correct pay each month
• Ensure all government relations procedures and requirements are fully applied and met in a timely manner
• Prepare annual budget for the department and manage the approved budget to ensure its achievement or betterment
• Produce reports for Hospital Executive Team as required
• Prepare Individual Performance Review (IPR) process for Hospital Executive Team approval and roll-out

Quality

• Ensure all staff records are kept up to date
• Draw the attention of senior management to any unfair, inappropriate, illegal or discriminatory actions in the hospital
• Agree annually the performance measures of the HR department with the CEO and ensure their delivery
• Carry out occasional competency audits with departmental managers

Employment matters

• Ensure job descriptions and person specifications exist for every post and every member of staff receives a copy of their job description
• Review the Terms and Conditions of employment annually, including the salary bandings for each post, and make recommendations to the Hospital Executive Team
• Provide managers with advice on employment matters and procedures including use of the IPR process
• Provide staff with advice on employment rights and use of HR procedures
• Oversee proper application of grievance procedure by both parties

Organisational development

• Produce and update annually a Hospital Organisational Development Strategy and produce an annual Training Plan that meet the needs of the Manpower Plan and hospital service objectives
• Work with departmental managers to develop training plans for the personal and professional development of relevant staff
• Ensure action against all agreed and budgeted aspects of the Training Plan
• Establish external affiliations for training and development

To apply you will have experience working as a Human Resources Manager / Director. Any experience of working within a hospital or healthcare group is desirable but not essential.

You will also possess excellent communication skills and management ability with a proven track record within the health sector.
