Position title: Construction Project Manager
Classification: Service Provider – CTG
Duration: 6 months with possibility of extension
Program Brief:
The “Construction of Health and Education Facilities” (CHEF) Program activities include the design and construction of the following projects throughout 15 Provinces of Afghanistan:
• 2 x 100 Bed Hospitals
• 1 x 50 Bed Hospital
• 3 x Mid Wife Centers
• 10 x Provincial Teacher Training Centers
The aim of the program is to respond to the needs of the donors for politically important, large scale, and high-visibility infrastructure projects throughout Afghanistan.
General functions:
Under the overall supervision of the CHEF Program Manager, the successful candidate will be responsible and accountable for the Project Management and supervision of contractors on all CHEF sites. This will particularly involve site visits.
In particular, he/she will:
1. Assist the CHEF Quality Control Program Officer in the implementation of the CHEF Quality Control system and Safety Plan to ensure that the conditions of the agreement with the Donor are followed.
2. Assist the field engineers and assistants on CHEF quality control and safety plans to USAID/IOM technical specifications.
3. Supervision of contractors in the areas of monitoring, change of orders, contract compliance, quality assurance, safety and documentation of all interaction.
4. Bring to the attention of CHEF Program Manager and Deputy Program Manager any projects which are not meeting timelines or where quality/safety standards are not being met and provide solutions for improving the quality of work.
5. Compile field reports to a satisfactory standard, as per Quality Control System and Safety Plan.
6. Report to the Deputy Program Manager on all technical issues including but not limited to technical specifications, monitoring, and quality assurance.
7. Compare the sites working progress with the contractors working schedule and take the required action for the sites completion before deadline.
8. Have a detailed knowledge of every project in progress.
9. Ensure that projects are completed to a satisfactory standard before final payment is authorized.
10. Ensure that all materials and equipments related to CHEF Program projects meet the required standards and specifications.
11. Supervise projects in coordination with government or local technical personnel and in collaboration with field personnel.
12. Attend meetings to discuss potential areas of mutual interest and benefit with program targeted municipal authorities, government ministries, local and international NGOs, United Nation`s agencies and Afghan communities.
13. Establish contact with appropriate partner agencies when basic or special needs are identified.
14. Offer support as requested to all colleagues on construction and other technical matters.
15. Perform other duties as may be assigned by COM, DCOM, PM or DPM.

| Kenntnisse erforderlich: |
(Education, experience and competencies)
University degree in Engineering and relevant training and experience on infrastructure projects including quality control and safety implementation. Five years of experience in the field of infrastructure planning and construction with at least one year experience in Afghanistan infrastructure projects implementation and quality assurance.
Alternatively: At least 10 years of on site experience in the role of Project Manager/Site Supervisor/Site Foreman on large hospital or similar projects. At least two years of experience of working on similar projects in a developing and challenging environment.
Experience of complex Civil Engineering/Building Design a major plus.
Good communication and negotiation skills.
Understanding of complex social-political environments.
Drive for results with effective resource management skills. Ability to work under extreme pressure in difficult conditions while maintaining security awareness.
Flexibility and focus on processes and their improvements. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. |
