Electrical and Instruments Department Head
The Russian office of a leading international engineering company providing engineering and project management services for the construction of oil and gas processing facilities, and facilities in the chemical and petrochemical industry, announces a vacancy for Electrical and Instruments Department Head.
Functions:
- Performs general management of the Company’s Electrical and Instruments Department.
- Together with the Chief Project Engineer determines the scope of work, the work execution period, the list of input documents and other data required for the quality execution of the instruments design.
- Determines the number of personnel required for work execution.
- Issues work execution schedules and plans the workload for the department.
- Participates in making principle technical solutions within the Electrical and Instruments Department and approves the documentation issued by the Electrical and Instruments Department.
- Consulting on regulations and procedures for the instrument part of the design.
- Participates in the approval procedure of the design documentation and during the instrument design approval by the state expert authority.
- Should it prove to be impossible to perform work by the department’s specialists, the Electrical and Instruments Department Head participates in searching for subcontractors and determines their scope of work and period of work execution and accepts their completed work.
- Distributes assignments between the department’s specialists, plans the engineering process and assigns tasks to engineers.
- Monitors activities of lead department specialists responsible for individual projects with regard to their budgets and work execution periods.
- Manages preparation and issue of technical assignments for development of the project related discipline sections.
- Submits information on the personnel requirements to the Company’s management based on the expected workload.
- Ensures that the developed designs and design documentation comply with the standards, technical specifications and other technical regulatory documents as well as with the technical assignment for their development.
- Participates in finding new solutions and the best methods of dealing with the design process.
- Holds regular meetings in the department to reveal deficiencies in the department’s activities and determines a plan of remedial actions.
- Develops the leave schedule for the department employees.
- Holds yearly interviews with the department’s specialists, evaluates the annual results of their work and determines tasks for the current year.
- Gives recommendations to the Company’s management regarding specialist’s transfer to a superior position, pay rise, bonus payment.
- Determines the requirement for training / advanced vocational training of the electrical and instruments department’s specialists.
- Holds interviews with potential discipline candidates.
- Acting as a contact person for all issues related to electrical and instruments design for the head office of the Company.
Requirements:
- Higher vocational (technical) education
- Knowledge of the English language is obligatory!
- Experience in department management or as a chief specialist or head of the instruments group in an engineering company.
- At least 10-year track record in electrical and instruments design within the framework of projects for oil, gas chemical and petrochemical industries in Russia and abroad.
- Experience of work with western companies – clients, vendors, engineering companies, including design execution.
- Knowledge of industrial safety regulations
- Knowledge of the RF regulatory requirements
- Knowledge of major calculation and simulation software used by the Electrical and Instruments Department
