Our clients Urban and Regional Planning Team
, as part of our clients group of companies, provides integrated strategic design, management and implementation consultancy for the built environment. The urban and regional planning team, working closely with related groups for environmental and infrastructure projects takes a holistic approach to projects which combines:
– Analysis, Planning and Design: for all factors impacting on the growth and development of a city, region or urban area. The scope includes developing responses not only for city structure, public realm, infrastructure and transportation but also demographic, social, economic, environmental and business planning elements.
– Consultation: working with key public and private stakeholders and general public to understand requirements and to develop a shared vision and common approach to delivering it.
– Capacity Building and Organisational Development: assisting client organisations to develop the structures, systems and skills necessary to implement the city vision and plans.
– Implementation: identifying and prioritise the projects necessary to deliver a plan and assisting with the financial packaging, procurement and delivery of those projects.
The team takes a lead role on each of its projects – managing the relationship with the client and building multi-disciplinary project teams drawn from both from inside and outside Happold Consulting. In this respect, Happold Consulting works closely with Buro Happold to call on its wide range of expertise particularly in engineering, environment and specialist technical consultancy.
The projects within the firm cover a wide scale from regional planning through whole city planning to planning for key sites within cities. The project workload has a strongly international focus, covering both developed and developing countries. Project clients are drawn from all sectors: private, public and international bodies. Example projects include:
- Jeddah, Saudi Arabia – developing 20 year city growth strategy for complex city of 3m people including city plan, capacity building and implementation assistance for the Jeddah Municipality.
- Slum Upgrade Facility for UN Habitat – developing pilot projects in Indonesia, Sri Lanka, Tanzania and Ghana for new approaches to slum upgrade.
- Addiriyyah, Saudi Arabia – leading spatial planning, business planning and implementation for regeneration of sensitive historic mud walled towns around Wadi Hahifah including leading process for gaining UNESCO World Heritage Site listing.
This Project
Addiriyyah project involves the preparation of a Comprehensive Development Plan by our London based team. A three person Riyadh based team is based within the Client organisation - Arriyadh Development Authority (ADA). Team members are Urban Planner, Project Manager and Technical Manager. Consultants have been employed directly by ADA to deliver component parts of the project and Happold Consulting are assisting the ADA managing their inputs and also liaising with the Happold Consulting London based team. The core phase of the project is scheduled for completion by the end of 2009.
The Requirements for the Position
The Riyadh based team will play a key role in delivery of the project. The Project Manager will be a key member of the team and be responsible for managing the inputs of the external consultants and liaising with the construction teams.
The key requirements for the Project Manger are:
• Degree in Civil Engineering, Building Engineering, Architecture or Cost Engineering from an internationally recognised university. Further post-graduate study in these or related fields will be viewed favourably.
• Sound understanding of strategic planning principles and all-round technical knowledge relating to the delivery of capital projects with not less than 10 years relevant work experience including significant project manager roles on heritage or similar projects of £50m in either the public or private sector. Experience of undertaking this type of work in an international environment will be important.
• Preferably a Chartered Member of an appropriate professional body such as the Association for Project Management (APMP), Institution of Structural Engineers (IStructE), Institution of Civil Engineers (ICE), Royal Institute of British Architects (RIBA) or their non-UK equivalents.
• Experience in preparing project briefs, terms of reference, request for proposals and management of consultant teams.
• Experience in contract drafting, pricing, administration, negotiation, planning, scheduling and monitoring.
• Good design management skills, particularly for urban/heritage projects.
• Strong interpersonal and negotiation skills with extensive experience liaising between public sector agencies or private sector clients and private sector contractors.
• Good communication skills, experience in dealing with other employees and external clients.
• Confident, proactive character, with a track record of taking the lead in challenging situations.
• Good computer IT skills with knowledge of full Microsoft Office package, Primavera, Microsoft Project or other high level project management packages.
Details
As Project Manager your key role and responsibilities would be:
• Working as part of a joint collaborative Happold Consulting / ADA team managing the delivery of the project.
• Provide advice to the ADA Project Director on all aspects of design and construction.
• Monitor the work outputs of the design consultants and recommend/implement any measures necessary to ensure the project is delivered to the required quality, cost and schedule.
• Represent our client in meetings with the ADA.
• Liaise with the London based Project Leader to ensure that our client provides the optimum service to the ADA.
Employment would be on a 12 month contract, renewable by mutual agreement. The role would be based in Riyadh, Saudi Arabia but may require travel (to the UK and Europe).
