Primary Function:
Responsible for managing, developing and maintaining of the Authority's parking system operation and related facilities and to carry out the parking system operation functions either internally or by the use of contractors including the management and evaluation of contractors.
Core Competency Level:
Employment Standards: Bachelor’s degree in Electronic or Electrical Engineering.
Masters degree from a recognized university preferred.
Knowledge: Excellent knowledge of Parking Equipment systems operation, administration, and technical management, standards, functions, systems, and procedures.
Excellence knowledge of Microsoft Office Software; engineering planning, and management.
Skill/Experience: 5 to 7 years of parking system operation management experience, familiarity with the inspection procedures.
Excellent experience in data analysis, roads techniques, safety, site development review, parking system operation, system maintenance, and management
Excellent communication skills, report writing and group facilitation; presentation and public speaking in both English and Arabic.

Key Performance Areas:
Organization Effectiveness:
• Develop an annual budget and forecast, monitor implementation, evaluate and recommend specific adjustments during the implementation to project needs.
• Manage the performance management system and ensure form completion in all aspects including counseling remarks, identification of training and development needs of employees.
• Manage and ensure submission of the yearly business objectives by employees.
• Ensure the timely submission of Management measurable objectives to the concerned supervisor.
Parking Systems Operation Management:
• Develop operation control plans by setting numeric goals and key initiatives to achieve these goals based on current and expected performance within specifications.
• Manage to implement the policy, plans, regulations and procedures of the Authority regarding the works of maintaining parking equipments located within the roads concerned and maintaining parking fine system equipments through a reliable time schedule.
• Study the new proposed areas for paid parking control projects and determination of the number of parking machines and information signs required, manage and implement the control projects for the proposed parking areas, parking machines installation, relevant civil works and on-site tests for all devices before being operated.
• Manage the process of replacing tickets according to depreciation rate of each device, program the parking machines concerning the formal leaves according to directions, supervise the devices suppliers to make sure of the fact that they conducted the required maintenance actions as needed, and supervise the implementation of projects works at the locations constructed by contractors.
• Conduct routine inspections for maintenance purposes of parking machines and parking fine equipments and all related works in order to determine defects, which need correction, and take necessary actions.
• Manage regular preventive maintenance using a thorough checklist for all elements of parking machines and parking fine system equipments through reliable policy and action programs.
• Maintain complete records including all data parking machines and parking fine equipments and update these data when needed.
• Issue daily reports on the works of maintaining parking machines and parking fine equipments input the information in the computer in order for that to be a foundation to evaluate the department achievements through monthly and annual work reports.
• Manage and maintain effective records including all data for all facilities used for parking control equipments such as parking meters, central management system, signs, entry & exit barriers, cable networks, etc.
• To respond effectively to the demands coming from the Call Centre or directly concerning the need for maintaining all elements of parking Equipments for controlling concerned parking.
• Coordinate with DEWA concerning the locations of electrical connections for the devices of car parking concerned, Public Traffic Department in Dubai Police, to do maintenance works for equipments of control over car parking concerned, and the service coordination office to issue NOC's for contractors and other concerned departments in the Authority and other government organizations.
• Mobilize available human & other resources, through liaison with support departments, other offices, and subsidiaries, distribute the resources (work forces, equipment, materials) based on different activities related to parking systems operation department.
• Perform other responsibilities associated with this position when appropriate.
Training & Development:
• Direct and ensure the proper orientation program for new employees including the clarification of their role and job descriptions.
• Collate training information from the performance appraisal forms for identification and designing individual training programs.
Communication/Information Management:
• Analyze statistical data and reports to identify causes of parking system operation problems and develop recommendations for improvement.
• Maintains accurate, up-to-date information and availability trends through current networking.
• Manage the Information System to enhance and improve the same for efficient use.
• Fulfill all reporting requirements of all relevant government rules and regulations.
• Maintain records and compile statistical reports concerning parking system operation related data.
Quality & Excellence Standards:
• Ensure efficient, courteous and timely services to all employees’ requests and inquiries.
• Ensure achievement of the quality objectives as set forth in the Authority and the department quality plan.
• Ensure achievement of targeted results in each key performance areas as outlined in the plan.
• Comply with the RTA’s quality standards and requirements.
• Comply with the RTA policy in respect to the Shareholders, Customer, Suppliers, Employees, and to carry out your duties and responsibilities as per RTA Code of Conduct.

• Comply with the RTA applicable HSE rules and procedures.
• Promptly report all accidents and/or potential hazards.
• Ensure that proper housekeeping is done within the department.
