The agency is beginning a reorganization of its capital development functions. Responsibility for the Region’s capital planning, budget development and implementation will be added to the Region Director position by no later than July 1, 2009. The addition of these responsibilities is reflected in the stated salary range.

Agency Profile:

• Agency goals and policies are established by the seven-member Washington State Parks and Recreation Commission.

• Centennial 2013 Vision: In 2013, Washington’s state parks will be premier destinations of uncommon quality, including state and regionally significant natural, cultural, historical and recreational resources that are outstanding for the public experience, health, enjoyment, and learning of all people.

• Agency mission: The Washington State Parks and Recreation Commission fosters outdoor recreation and education statewide to provide enjoyment and enrichment for all and a valued legacy to future generations. The Commission acquires, operates, enhances, and protects a diverse system of recreational, cultural, historical, and natural sites.

• Washington State Parks employs 600 permanent staff and more than 400 seasonal and temporary staff throughout the state. The headquarters office is located in Olympia and region offices are located in Auburn, Burlington, Olympia, and Wenatchee.

Position Profile:

• Reporting to the Deputy Director, the Region Director manages and directs the daily operation of a Washington State Parks and Recreation Commission’s regional area. The Region Directors are innovative thinkers and proactive leaders in the supervision, administration, maintenance, resource stewardship, public relations and law enforcement activities.

O Northwest Region is comprised of 25 state parks organized into 16 park areas serving approximately 11 million visitor days and collecting approximately $3.2 million in state revenue per fiscal year. The region consists of more than 27,000 acres of public lands in seven counties including former military forts, historic lighthouses, environmental learning centers, and marine state parks.

O Southwest Region is comprised of 28 state parks organized into 11 park areas serving approximately 14.9 million visitor days and collecting approximately $4.5 million in state revenue per fiscal year. More than 60 miles of Pacific Ocean Beach are overseen by this region, and the parks feature former military forts, historic lighthouses and environmental learning centers.

• As a member of the agency’s Senior Management Team, the Region Director is expected to contribute significantly to the overall development of agency business and management policies, rules, and regulations effecting the long term management and operation of Washington’s statewide system of public parks and recreation programs.

Duties And Responsibilities:

• Working as a collaborative member of the Senior Management Team, provide strong agency leadership to create and maintain a culture of effectiveness, innovation, support and accountability.

• Interpret agency direction and long-range mission from agency documents, legislative charge, Commission actions, and agency policy and directions. Translate agency direction and long-range plans into daily, weekly, monthly and biennial direction, operational activities, and projects for all region parks, park resources and staff.

• Provide leadership to all region staff (137 Full Time Equivalents in each region), with a focus on collaboration at all levels. Maintain a high performing team, with particular emphasis on effective and accountable management and supervisory staff. Directly hire, establish expectations, evaluate and counsel region staff and park area managers.

• Develop, implement and evaluate plans to manage, improve and protect park natural, cultural and recreational resources.

• Receive input from and maintain healthy relationships the public and elected officials requesting new services or assistance within the region. Facilitate coordination of potential State Park involvement, including development of new policy recommendations, or modifications of existing policies, necessary to provide appropriate agency involvement. Communicate and coordinate with elected officials, other agencies, and community groups to develop and implement new agency policies.

• Provide testimony at legislative hearings. Provide input to legislative committees on new legislation or modifications needed to improve public service provided by the agency. Provide information on draft legislative bill analysis and fiscal impact of draft bills pertaining to State Park field operations, including public service and resource stewardship.

• Coordinate staff activities to fulfill expectations listed in the agency’s 2013 Centennial Plan, the annual performance agreement between the Director and the Commission, and the Region’s Balanced Scorecard.

• Provide administrative control and direction over all region parks. Develop and implement plans to increase park revenue, modify public service standards or visitor safety.

• Research and write reports and/or recommendations for the Deputy Director. Write and edit grant proposals for the agency

• Formulate, negotiate and enter into cooperative agreements with both private and public persons and entities to accomplish agency objectives and mission.

• Advocate and pursue partnerships to further the agency’s mission.

• Develop and present agenda items to the State Parks Commission.

• Serve as agency leaders in developing programs and strategies to recruit and retain diverse employees. Continually promote the diversity of park users within the region and agency.
