Principal Duties And Responsibilities:
The Strategic Planning Consultant will serve in the interest and capacity for the Organizational Development component of PEACE Program among four PEACE NGOs during training and technical assistance activities described under Objective 1 above, the Strategic Planning Consultant will work with each organization to develop and design a comprehensive “roadmap” setting the direction and pace of the NGO within the Alexandria Governorate, other provinces and regions in Egypt over the next 5 years and beyond in a coordinated and focused manner. A plan that addresses the growing community needs of the NGO constituency in Alexandria through the provision of a balanced and multi-sectoral NGO network.
Within this plan, a list of viable, cost-effective projects will be identified that fit within its scope of work and area of programming.
The Strategic Consultant will coordinate and insure that PEACE Program NGOs Strategic Plan and Implementation Plan are integrated with the other program components:
PEACE Program Strategic Planning Consultant will be responsible for:
1.Conduct Needs Assessment for PEACE Program partner NGO to assess internal environments to identify strengths, weaknesses, opportunities, and threats (staff abilities and resources). Also to assess the external environments to identify potential partner organizations, political support and funding resources. Identify the strategic issues facing the organization, regarding financial issues, material & human resources, services developments, etc. Also Consultant will work closely with NGOs in reviewing relevant Government Policies and plans as well as the current institutional setup for NGO resources management in general.
2.Lead the process of strategic plan of PEACE NGOs partners: with PEACE Institutional Development Specialist lead the process of engaging NGOs Board of Directors, Executive Directors, Program Staff and Active Volunteers in identifying organizational mandates and analyzes results of assessments and provides recommendation on plans of action. And also reviewing NGOs past experience Organizational Development Issues.
3.Provide the lead on formulating strategies, tools, and time frame to manage strategic issues identified for each partner separately.
4.Design and execute training on generate Implementation plans: consultant will provide training for NGOs Board of Directors, Executive Directors and Program Staff training on tools and logical framework to produce NGOs Implementation plans for 2009, this included developing an effective implementation process for each NGO .
5.Design & Deliver a Contextually Appropriate Training: to provide training for PEACE Program NGOs staff on strategic planning according to the NGOs context in Egypt.
6.Develop a vision and specific work plan related to the Advocacy component and capacity building for partner NGOs for the coming year.
7.Helps NGOs to ensure the competitive position of the Strategic Plan of the respective NGO in Alexandria, in the Region and in the National level while addressing social and environmental objectives; and is supported by major stakeholders.
8.Describe the roles and responsibilities of NGO’s, government, private sector, academic and other institutional stakeholder groups in community development and key area of NGOs programming areas. This description is to be including in the Strategic Plan for each NGO.
9.Describe the current partnership and cooperative arrangements between stakeholder groups (national and local authorities, NGO’s, private sector, academic institutions, etc.) in NGOs scope of work and area of planning and management.
10.Provide follow up plans for each NGOs on developing
11.Proposing policy and legal recommendations in formulating the next strategic planning process.
12.Identify Resources in other Strategic Financial Sustainability and Monitoring and Evaluation Training and Consultancy;
An important aspect of the strategic plan is the inclusion of a project selection and prioritization
Process, and the identification of the projected benefits and costs of the NGO future program to the
District and Region the NGO program direct target groups.
Timing And Level Of Effort
The Consultant would be expected to work with PEACE Program in Alexandria for total of 53 days.

| Habilidades: |
1.Master’s degree in Social Science or International Development , or equivalent working experience with at least BA degree;
2.Minimum of five years of working experience in providing Strategic Planning consultancy and training with non-governmental organizations;
3.Minimum of three years experience as consultant;
4.Experience in designing and delivering training in Strategic Planning for local NGOs;
5.Previous work experience in Middle East and North Africa, Egypt work experience strongly preferred;
6.Demonstrated knowledge of civil society development in Egypt;
7.Demonstrated interpersonal skills including diplomacy and tact;
8.Demonstrated success and effectiveness organizational assessment and strategic planning
9.Undertake secondary research and analysis of the external environment, identifying factors most relevant to NGOs program sustainability;
10.Assist in the analysis of the management structures to support its ability to manage the implementation of the strategic plan
11.Design guidelines to steer each phase of the 4 months process
12.Document the proceedings and outcome of each activity in the Strategic Planning process
13.Excellent communication skills in English: speaking and writing, also Excellent Arabic communications;
