Main Purpose of the Job:
Provision of a professional, customer-focused service for the strategic procurement of a portfolio of products (goods, services, works), which meets the needs of customers and progressively achieves efficiency savings for these local government offices. To be achieved by working closely with Directorates in controlling expenditure and through the adoption of a strategic Category Management approach to the procurement process.
Qualifications/Training etc.
· Member of Chartered Institute of Purchasing and Supply (CIPS) or currently working towards or committed to achieving the qualification.
Experience
· Experience working at a senior level in a procurement role in a local Authority or similar organisation.
· Experience of managing staff.
· Experience of managing change.
· Experience of procurement planning.
· Experience of a taking a leading role on strategic projects as part of a cross functional team.
· Experience of interrogating procurement management information, analysing and interpreting results and applying the findings to appropriate procurement strategies.
· Experience of managing tender processes.
· Experience in the use of e-procurement systems and tools.
· Experience of developing and implementing specific category related procurement strategies.
· Experience of writing reports.
· Experience of providing procurement advice.
· To be IT competent (Word, Excel, PowerPoint, Internet).
· Market knowledge in relation to appropriate product categories.
· Knowledge of the application of sustainability issues.
· Develops effective working relationships with all levels of management.
· Capacity to learn and share learning with others.
· Is able to initiate change and learn and adapt from previous experiences.
· Ability to analyse and interpret key data and formulate ideas and proposals
· Good planning and organisation skills.
· Self motivated and able to work under pressure and meet deadlines
· Communication and presentational skills: Able to effectively present at meetings on a wide range of procurement matters to a variety of audiences.
· Ability to take and stand by difficult decisions.
· Builds a positive team environment and is able to manage interpersonal conflicts promptly.
· Understand the importance of promoting equality and diversity within services and employment and the ability to challenge behaviour and processes, which may act as a barrier to this.
