Job Purpose:
· To ensure all electoral services (including elections and electoral registration) are run effectively.
· To champion and maximise electoral participation by all groups of people in the local community.
· To lead the Electoral Services team, developing a culture of innovation and service excellence.
· Deliver excellent customer service in electoral services based on continuous service development and a sound understanding of customer needs.
· Create a culture of innovation and continuous improvement by championing opportunities for positive change, carrying out project work and using benchmarking and customer satisfaction information.
· Create an empowering environment by providing vision, developing appropriate team values, and encouraging individual ownership.
· Manage expenditure within the Electoral Services team, monitoring spending and allocating resources efficiently and within budget.
· Assist the Head of Democratic Services in reporting and advising on electoral issues to key decision makers, including Cabinet, Cabinet Advisory Panels, the relevant Cabinet Member and Council, as well as scrutiny and the media.
· Assist the Head of Democratic Services in managing risk, keeping business continuity plans and risk assessments up to date, and ensuring all equipment remains in good working condition.
· Promote the equalities and diversity agenda in the workplace and in service delivery, including managing the conduct and review of Equality Impact Assessments.
Knowledge:
· In depth knowledge of electoral legislation and guidance especially the Representation of the Peoples Acts and Regulations.
· Understanding of local government, the role of elected members and democratic engagement initiatives.

· Able to work to tight deadlines, managing changing and conflicting demands.
· Able to analyse and evaluate complex information and reach sound conclusions, using appropriate tools and techniques.
· Financial management skills.

| Habilidades: |
Experience:
· Working in an electoral services office for a minimum of 3 years at a senior level.
· Providing leadership and managing staff within an electoral services team.
· Delivering organisational change with a focus on quality and service improvements.
Educational:
· Degree educated or equivalent management qualification eg. NVQ Level 4, relevant to the service area eg. Diploma in Electoral Administration.
· Evidence of continuous professional development eg active participation in Association of Electoral Administrator events, courses and other activities.
