Descripción del empleo: Main Purpose of the Job:

· To work as part of a team that provides an efficient and effective financial management service primarily to a Service Directorate. Be prepared to work flexibly and rotate to work on matters associated with other Directorates.

· To assist with the preparation of the annual revenue and capital budgets, monitoring of the budgets, closure of the accounts and the submission of grant claims and statistical returns.

· To maintain data in the financial system to ensure it is accurate.

Job Activities:

· Budget and Capital Project Preparation – under initial direction work with specific budget holders/project managers from around August to January to cost out specific service scenarios and provide advice on financial pressures e.g. future pay award and contract inflation and increment requirements on staffing costs. Input budget changes into the financial system. Provide support to the team in modelling simple and complex budget/project scenarios and maintain any spreadsheets necessary to support calculations. Process budget virements & reconciliations.

· Budget and Capital Project Monitoring – under initial direction work throughout the year independently from and then in conjunction with specific budget holders/project managers to agree projected outturn values against their financial allocations. Assist them to identify ways of balancing their allocation if adverse variations are projected by providing a range of possible actions they could take e.g. holding posts vacant, increasing fees and charges over inflation, amending outputs for a project. Support budget holders and project managers in inputting forecasts into the financial system. Assist in modelling various forecast outturn scenarios and maintain any spreadsheets necessary to support forecasts made and agreed. Action journal and virement requests. Work with HR and budget holders to maintain directorate establishment list and costings to assist and support budgetary control.

· Closure of the Accounts – under direction from around February to June work on specific tasks during the closedown process and maintain any word and spreadsheet working papers for the final accounts audit file. Input year end journal entries into the financial system. Assist with reconciliation of internal debtor & creditors.

· Statistical Returns – under direction throughout the year compile statistical returns for submission by their due dates using data from relevant sources. Maintain spreadsheet records to support the returns. Provide reconciliations’ to previous returns for consideration of the Group Accountant before submission.

· Grant Claims – under direction throughout the year compile costing information to support specific grant claims. Referring to grant eligibility criteria ensure that costs are claimable and fully justified as necessary. Maintain any spreadsheet working papers as necessary for audit purposes and provide reconciliation information to the Management Accountant to entries in the main financial system.

· Financial advice and support – under direction throughout the year answer general telephone and email queries from customers and provide advice and support to specific budget holders allocated by the Group Accountant. Support budget holders in their use of financial systems. Assist in training clients in financial management techniques and use of the prime financial system.

· General Duties – upon request raise sales orders for external income, correct miscodings in the financial system and take the necessary action to prevent further miscodings, process balance sheet account reconciliations, keep filing records up to date and undertake one off tasks as necessary. Deputise for the Senior Finance Officer as required.

· Audit investigations – under direction undertake any audit investigations necessary to assist in achieving the audit plan.
