Position Summary:
Manages all facets of the district’s e-rate program. Ensures the development, maintenance and updating of the district’s long range technology plan and related projects, policies and activities.
Illustrative Duties:
- Coordinate the efforts of the E-rate team in delivering the required documentation throughout the E-rate filing process including preparation of applications and responses to USAC questions.
- Define and chart E-rate application activities for each application year.
- Research, review, analyze and recommend improvements to existing processes in order to keep current with E-rate compliance regulations.
- Prepare reports on all facets of the district’s e-rate program to keep management abreast of project health and concerns through project milestone reporting, issue tracking, risks and risk mitigation techniques and weekly status reports.
- Participate in E-rate RFP process.
- Communicate complex and abstract concepts orally, graphically, and in writing to a wide audience, including schools, departments, community and educational entities.
- Research, maintain and update resource data needed for district technology purchases, implementation and standards.
- Collaborate with IT managers and staff in the development of the district’s technology plan and IT balanced scorecard roadmap.
- Maintain and update HISD’s Strategic Technology Plan and related documents (i.e., TEA e-Plan). Use research and data where appropriate to support plan development.
- Perform research and analysis of IT trends and new developments.
- Supervise inventory staff responsibilities and accountabilities.
- Participate in department scorecard process to establish and review the department’s goals and objectives and project timelines.
- Plan, organize, and orchestrate partnerships between technology and community and business organizations at the local, state, national, and international levels.
- Manages internal and external projects involving community, educational institutions, and/or businesses from inception to successful implementation, including defining project objective, scope, and level of support. Develop project strategies and plans, monitor progress against the plan, and resolve issues.
- Interface with vendors, businesses, consultants, contractors, media sources, and professional association/organizations as a representative of the technology department.
- Organize and supervise personnel involved in project implementation and professional development.
- Perform other duties as required.

| Habilidades: |
Experience:
- Seven or more years of experience, in business, education and/or industry, including two or more years of experience with USAC Schools & Libraries E-rate program.
- Demonstrated competency in strategic thinking and leadership with strong abilities in relationship management.
- Demonstrated high competency in project management and the execution of multiple large projects, including managing resources across multiple projects to meet district goals.
- Knowledge of a networking environment, infrastructure equipment and technology issues.
Other Requirements:
- Ability to communicate effectively with professionals in business and industry, as well as education.
- Ability to perceive organizational implications of recommendations and decisions.
- Ability to acquire information regarding different subject, analyze, select, and present information in an acceptable form.
- Ability to discern the sensitivity of internal/external communications in a large public organization and an awareness of the elements of public relations.
- Possess good interpersonal skills.
- Possess knowledge of project management practices. |
