B.Sc in Civil Engineering / Mechanical or any equivalent related field
Ten years of experience, among which at least three years in a supervisory position
Knowledge of the regulations, rules and laws pertaining to contracts and purchasing, Principles, practices and methods of sourcing supplies, materials and services, overseas & international sourcing, principles, methods and legal requirements of purchasing and import procedures, sourcing suppliers and contract management. Professional knowledge in Logistics.
Ability to track detailed information, Ability to solve complex problems, Strong negotiation skills, Planning and organizing skills, Coordination and follow up skills, Good analytical skills, Strong written and oral communication skills.
Planning and managing the optimization of project procurement of materials, services and inventory management. Supervising the purchasing and warehousing activities, mainly ensuring that the required products are supplied with desired specifications and in the exact time, monitoring the storing conditions, operations and capacity and managing the shipping operations, so as to ensure that these activities are in line with policies and procedures and service the needs of the project. Ensuring that the applied purchasing procedures are in line with company`s policies and procedures in this field, and supervising the implementation of these procedures and policies to achieve higher effectiveness and efficiency. Monitoring and supervising the purchasing activities and procedures to ensure providing the required supplies with desired specifications and choosing the best price quotation in coordination with the Procurement Department. Liaising and coordinating with the Project Accountant to arrange agreements with the suppliers and to release payables after confirming that the supplies conform to desired specifications. Continuously monitoring the recorded quantities of the received and released products and supplies to ensure that these records comply with the actual physical counts of the same items and investigating discrepancies or adjust errors. Coordinating with suppliers to ensure an effective relationship between the projects and key suppliers. Coordinating and liaising with the different sections within the project for making sure that the requested material are available when needed with the desired specifications. Coordinating with the project QA/ QC Manager to ensure that the purchased items and products are in compliance with the required specifications. Coordinating with the Material Management Department to select suppliers, issue purchase orders and obtain required supplies. Overseeing the timely placement of purchase orders in a manner that would ensure the timely delivery of items/ equipment/ material to the concerned entities. Analyzing various types of purchasing requests, transactions and offers, determining the method of purchase and directing the processing of requisitions into purchase orders within the set limits. Coordinating with concerned departments, facilitating shipping and payment processes, acting on shipping problems and arranging for timely service and supply. Identifying & establishing key relationships and partnerships with potential vendors and conducting negotiations in order to obtain the best prices and terms. Ensuring the proper implementation and compliance with purchasing and contracting policies and procedures. Monitoring price trends, and keeping all concerned departments aware of changes in materials markets or major suppliers` trends. Developing plans that aim at maintaining appropriate inventory levels, and working closely with suppliers to improve lead times and value adding services. Participating in updating purchasing policies and procedures to ensure that all procurement activities are running smoothly and as required by the head office. Preparing periodic reports with respect to the activities and achievements to be submitted to the project manager. Performing other duties related to the job as assigned by the project manager. Coordinating with the construction section to identify procurement needs and schedules. Communicating with suppliers to source for material/items and to maintain most current price lists. Communicating with clearing agents for the clearance of imported goods. Communicating with transportation and distribution companies to ensure timely delivery.
