Hello, I have been retained by my client that is a major global manufacturer in the wind energy business. This person must speak and understand the French language. The location will be in a remote area of Quebec and is very scenic. The requirements are below.

Primary operational objectives:
Advises and influence all employees on the implementation of our HSE policy. Facilitates implementation of ongoing effective HSE programs as assigned that assure compliance with regulatory requirements. Participates in the elimination or reduction of the occurrence of unwanted, undesired events (injuries, illnesses, unsafe acts, unsafe conditions, environmental releases, high exposures to chemical/physical agents, failure to obtain operating permits or meet permit requirements, etc.)
Stays current on HSE regulatory requirements and technical issues, and uses relevant information to implement programs, achieve compliance, and minimize risks. Provides consultative guidance and information to the management team on HSE priorities and risks, associated costs, performance, major issues, and interpretation of regulatory requirements. Participates in the development of annual HSE compliance goals, HSE performance targets, an HSE budget, and a workers compensation budget. Gathers and reports data on HSE performance, HSE compliance, and significant incidents. Keeps management apprised of status, trends, and progress compared to goals. Coordinates a department-wide system to identify and evaluate hazards, and implement effective corrective solutions consistent with the risk management process.
ƒ~ Prepare, review, and implement written safety, environment, and health programs.
ƒ~ Identify company safety training needs and develop and coordinate safety-training programs.
ƒ~ Support plant personnel in selection of appropriate personal protective equipment.
ƒ~ Promote safety and health awareness.
ƒ~ Understand Federal, State, and Local occupational safety, environment and health regulations and monitor regulatory changes as they occur.
ƒ~ Prepare and submit annual reports to the Environmental Protection Agency and North Dakota Department of Health.
ƒ~ Provide technical support to plant and administrative personnel to ensure compliance with applicable occupational safety and health regulations.
ƒ~ Prepare and monitor lost-time injuries/illnesses and Worker¡¦s Compensation Claims.
ƒ~ Lead the safety committee.
ƒ~ Prepare injury/illness and non-injury incident investigation reports and follow-up as necessary.
ƒ~ Any other function as determined by the company from time to time.
Requirements:
Four Year Degree and
Four years progressively responsible manufacturing experience including safety and environment compliance programs
Computer literacy
Effective oral and written communication skills
Good interpersonal skills
Ability to lift or carry objects or materials up to 50 lbs. on occasion
Ability to walk distances, climb and remain standing or sitting for extended periods during every workday
Ability to use hands for quick or repeated movement
Ability to recognize audible signals and warnings
Ability to visually recognize safety hazards
Compensation is open and is very competitive. Relocation will be a lump sum.
