Purpose of Job
BSP has set up a Major Project Department to manage and execute all the projects above $20 million and is looking to fill a Project Engineering position for Champion-7 Living Quarter project. The project consists of large Living Quarters, utilities, jackets, offshore modifications and offshore installation. The size of the Living Quarters as well as the associated structural and utility scope puts it among the largest LQ projects in the world.
Recently the Basis for Design for the project was signed off and VAR-3 and DG-3 were passed successfully. Conceptual design is in progress, procurement of Long Lead material has started and the Tender for the Living Quarter scope is in preparation. The project execution will be split between an in-country scope for jackets and utilities and a European part which will cover the Living Quarters and preparation of the offshore installation. The Senior Project Engineer will be responsible for the LQ part of the project, including design, fabrication, transport and installation. Project completion is planned for Q2 2011.
On site presence at the LQ fabrication yard in Europe is envisaged. The position will be the most senior representative for BSP on site. Pre FID activities in Brunei are envisaged to take place on an extended business trip basis. Following FID/contract award the position will move to the contractor site in Europe.
Principal accountabilities
*Prior to Contract Award:
- Development of Concept Design for the Living Quarters
- Preparation of Tender Documents
- Evaluation of Tenders
*After Contract Award & site mobilisation:
- Monitor, guide and assist the Living Quarter Contractor in the detailed design, procurement of materials and equipment
- Liaise with Home Office on engineering, design and operability issues where appropriate.
- Participate in safety and operability reviews.
- Check/monitor and audit deliverables from EPC contractor meet agreed standards (format, technical content, DEP, other standards, etc.)
- Act as the Resident Team lead, i.e. monitor, audit and guide all construction works by the EPC contractor to ensure a timely delivery which is on specification and within budget.
- Participate in development of the installation scope and ensure the requirements surrounding offshore installation are met.
- Supervise and manage the resident team members
*The Sr Project Engineer is expected to be a professional in the field of contractor construction management.

Competence Required
Experience
-A qualified discipline/project engineer with a minimum of 8 years experience in oil and gas related work design, construction, commissioning and Project Management. Excellent team player who can ensure contractor delivers on time and on spec.
Training
- Construction and contractor management knowledge.
- Leadership skills.
- Interpersonal and communication skills.
Special Abilities
- Being the most senior representative for the project the incumbent should act responsibly and adequately towards the contractor. Previous resident team participation and leadership is expected.
Qualifications

Project Leader, MP Manager, Discipline engineers, Project Services Manager, SCM Lead and HSE lead
-Externally:
The Petroleum Unit, Ministry Of Development, Fisheries, Environmental Unit, Department of Electrical Services, Design, Fabrication and Installation contractors
