Description Overview:  An opportunity has arisen to be part of a world class rail project in the UAE and based in Abu Dhabi. Work is scheduled to last through to 2023.Jacobs are delivering critical technical and programme consulting services for the freight and passenger railway network. Jacobs are delivering engineering and design services for the network, in addition to reviewing and providing critical oversight for detailed designs, which will be prepared by design and build (D&B) contractors. Jacobs will also provide construction supervision services for the development.Project: The 1,200km railway network is being built in stages to link the principal centres of population and industry of the UAE, as well as to form a vital part of the wider Gulf Cooperation Council (GCC) railway network.  Basic Function and Scope: The Programme QA Manager (PQAM) provides a major contribution to ensure compliance to Quality Requirements through all phases of the programme from the initiation to closeout. This position reports directly to Deputy Project Director (Delivery) and involves supervision of the Engineers programme quality staff and monitoring works of contractors’ quality staff.The PQAM provides leadership and guidance for delegated quality assurance and quality control activities and develops related methodologies, processes and procedures. Constantly seeks, shares, and implements best practices. This position requires significant experience and proven ability in delivering Quality Assurance and Quality Control for major infrastructure, utilizing best practices, industry lessons learned tools and systems. The candidate must demonstrate ability to handle competing priorities and persistence to overcome obstacles.The PQAM shall be assigned by Jacobs to the Programme and shall be responsible for all Project Quality functions internally, and throughout ten Contract Packages.The PQAM shall have authority to stop affected work, control further processing, or prevent issue of items that do not meet the quality requirements of the Contract. Duties: Managing and supervising all programme-wide activities relating to Quality Management, Quality Assurance and Quality Control, and this shall include:Development and updating the programme-wide overarching Project Quality Programme (PQP), to ensure that the requirements of the Quality System in accordance with ISO 9001:2015, Integral Quality Management System and the Clients’ contracts are implemented and maintained throughout all project phases across all contracts;Leading and guiding program quality teams to ensure a well-defined quality system in compliance with current industry requirements;Providing necessary assistance, technical expertise and guidance relating to the Programme Quality requirements to the Jacobs team, D&B Contractors and Suppliers, sub-contractors, suppliers and vendors;Driving standardization across all contracts. Coordinate the review and approval of the D&B Contractor’s, Quality Management System (QMS), Project Quality Plans, Procedures, KPI’s and required Design and Construction related submittals;Managing and coordinating the preparation, approval and implementation of associated PQPs and procedures from all parties including, D&B Contractors and Suppliers, sub-contractors, suppliers and vendors;Developing plans, implement and assess Project Quality Audit Schedules, including internal audits and that of the D&B Contractor and Suppliers, Sub-contractors and vendors, to ensure effective execution of the Audit Schedules. Evaluate audit non-conformances, and manage root cause, corrective and preventative actions as required;Approving all Independent 3rd Party Inspection and Test agencies employed on the Programme;Monitoring the quality of procurement activities and ensure that the procurement Quality Management system is efficient and effective;Developing competency requirements, interview and recruit candidates for all quality assurance and quality control managers and engineer positions, as well as Materials and Laboratory staff;Carrying out Quality Inductions for all Jacobs staff and ensuring that the D&B Contractor and Suppliers, Sub-contractors do likewise;Managing the paperless electronic software system that uses hand-held devices for inspections, tests, and NCRs and ensuring their proper disposition;Propose preventative measures and promote and implement Value Plus and continuous improvement programs;Develop the quality requirements for invitation to tenders, contracts, qualifying D&B Contractors and Suppliers, take part in bid evaluations and evaluate the quality systems of potential contractors during the pre-qualification phase;Implement Lessons Learned capturing process for the project. Minimum Requirements: The candidate shall have a Bachelors’ degree from an accredited educational institution in Civil Engineering or similar, and a minimum of 15 years of experience of which at least 10 years shall have been in the quality function within engineering organisations and at least 5 years as a Quality Manager in a project of a similar nature.Would preferably have a Quality Management qualification and be a member of the CQI, ASQ, or similar.ISO 9001:2015, trained and experienced, IRCA certified Lead Auditor qualification is essential. Proven ability to train and effectively influence change. Effective in a multi-cultural, multi-national environment and would have preferably worked in the Middle East.Must have worked in major infrastructure projects, preferable rail. Specifically, D&B Contracts, and operation phases, including preliminary engineering, design review, construction supervision, and related critical equipment manufacturing QA/QC activities.
