General Description:

The Safety & Environmental Program Manager is responsible for developing, implementing, and managing comprehensive safety and environmental compliance programs to ensure the safe, responsible, and compliant operation of the company’s natural gas transmission and distribution systems. This position supports the organization’s commitment to employee safety, public protection, regulatory compliance, and environmental stewardship.

Key Responsibilities:

Safety Program Development & Oversight:

Develop, implement, and maintain comprehensive occupational safety and health programs in compliance with federal (OSHA, DOT, PHMSA), state, and local regulations.

Lead safety risk assessments, job hazard analyses, and behavior-based safety initiatives.

Monitor safety performance metrics, lead safety committees, and facilitate continuous improvement in safety culture.

Investigate incidents, near-misses, and safety concerns; conduct root cause analysis and ensure corrective actions are implemented.

Environmental Compliance & Stewardship:

Oversee environmental compliance programs to ensure adherence to federal (EPA), state, and local environmental regulations.

Manage environmental permitting, spill prevention, waste management, air emissions reporting, water discharge monitoring, and environmental audits.

Serve as primary contact for environmental agencies and consultants.

Regulatory Compliance & Audits:

Monitor emerging safety and environmental regulations and ensure the company’s policies, procedures, and programs remain compliant.

Prepare for and participate in agency audits, inspections, and regulatory investigations.

Maintain organized, audit-ready documentation and ensure timely regulatory filings and reports.

Program Administration & Documentation:

Develop written safety and environmental management system (SEMS) policies, procedures, manuals, and training materials.

Maintain accurate training records, incident reports, inspection logs, and compliance documentation.

Training & Employee Engagement:

Develop and deliver training programs for employees and contractors on safety and environmental topics.

Provide technical guidance to field personnel, contractors, supervisors, and leadership on safe work practices and environmental protection.

Lead emergency response drills, tabletop exercises, and contingency planning.

Incident Response & Emergency Preparedness:

Serve as a key member of the emergency response team for incidents involving safety or environmental impact.

Participate in post-incident reviews and recommend corrective and preventive measures.

Coordinate spill response activities and liaise with regulatory agencies as needed.

Collaboration & Industry Participation:

Work closely with Operations, Engineering, Compliance, Integrity Management, HR, and Leadership to ensure integrated safety and environmental strategies.

Represent the company in industry groups, peer benchmarking activities, and regulatory forums to stay current with best practices and regulatory developments.

Education & Experience:

Bachelor’s degree in Environmental Science, Safety, Engineering, Industrial Hygiene, or related field. In lieu of a degree, direct operations, safety or environmental experience with a proven track record of increasing responsibility may be substituted.
2+ years of progressive experience in operations, safety, environmental compliance, or regulatory affairs within the natural gas, utility, or energy industry.

Must possess and maintain a valid Driver's License.

Prior experience with pipeline safety and environmental regulations strongly preferred.

Knowledge &

Skills:

Strong knowledge of OSHA, EPA, PHMSA, DOT, and state pipeline safety and environmental regulations.

Proficient in incident investigation, root cause analysis, and corrective action planning.

Excellent communication, training, and interpersonal skills.

Strong organizational and project management abilities.

Familiarity with safety management systems, audit protocols, and emergency response planning.

Working Conditions:

Primarily office-based with regular field travel to operational sites, facilities, and project locations.

Available after hours for emergency response, investigations, or regulatory events.

Occasional participation in drills, inspections, and agency meetings.
