HEALTH SAFETY & ENVIRONMENTAL (HSE) MANAGER

LOCATION: Story City, IA

SUMMARY: To support APC’s Health, Safety and Environmental programs and strategic imperatives. It is the responsibility of the HSE Manager to ensure that all work performed is done in a safe and environmentally friendly manner. Implement Corporate HSE programs, policies and training with respect to environmental protection, worker safety, industrial hygiene and other related areas for the site. Exempt level position.

REPORTING RELATIONSHIP: Direct - Operations Manager; Dotted Line – Corporate HSE Director

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

· The primary function of the position is to identify, eliminate, and control hazardous conditions that may lead to injury and/or property damage using safety standards, best management practices, and analytical techniques.

· Direct and organize HSE-related projects for the site to include:

Serve as HSE Manager for site:

· Act as the Site Emergency Coordinator (training, evacuation planning, emergency response).

· Responsible for Spill Prevention Control and Countermeasure Plan and compliance.

· “Champion” the Safety Committee and act as a resource to sub committees.

· “Champion” the facilities Voluntary Protection Program (VPP) including certification and re-certification, as applicable.

· Oversee the facilities chemical management plan along with overseeing Safety Data Sheet (SDS) system.

· Responsible for leading cross-functional safety teams and work groups as required.

· Assist in the day to day activities and communications regarding Safety.

· Provide support to manufacturing and staff and focus on safety awareness, prevention and training.

· Assist Corporate HSE and site management in developing health and safety programs and procedures

Training:

· Develop, maintain and disseminate a variety of safety information and training topics.

· Coordinate training program for both safety and non-safety related trainings.

· Conduct monthly plant-wide facility meetings.

· Conduct new employee safety/first day training.

· Conduct contractor training and audits.

· Organize off-site training (as required).

Compliance / Recordkeeping:

· Ensure OSHA compliance.

· Meet compliance and reporting requirements of federal &/or state regulations.

· Assist Plant Engineer with local compliance requirements (fire code, building code, etc.).

· Maintain all site required documentation related to safety issues (i.e. accident reports, inspection reports, training logs, etc.).

· Maintain systems to track key HSE performance indicators.

· Generate “Status Reports” on an ongoing basis.

· Maintain HSE files for the Division.

Audits / Prevention:

· Risk prevention areas include hazardous materials exposure, accidents, fires, or other unsafe conditions.

· Coordinate &/or conduct audits: HSE, Industrial Hygiene, Loss Control Incident Investigation, Plant Noise Sampling, etc…

· Responsible, with the local facility team, for maintaining and auditing Process Safety Management.

· Formulate and suggest work safety standards, & enforces procedures.

· Implementation of waste management programs and acts as the waste accumulation supervisor.

· Works closely with facility management to quickly identify and address potential hazard or compliance issues.

· Review and implement recommendations/corrective actions from audits as agreed upon.

· Perform job site analysis, determine employee exposure, and institute safe work procedures.

· Conduct daily safety inspections, document findings, and implement corrective actions.

· Conduct regular program assessments and provide assistance for self-inspections.

· Maintain division programs: Boot, Safety Glasses, Hearing Tests, etc..

· Participate in APC Internal Audit site visits/reviews.

Incident Investigation:

· Reducing/Eliminating lost time accidents

· Conduct accident investigations and facilitate the return to work program.

· Advise management on problem correction.

· Complete, submit and maintain recordable injuries reports.

· Coordinate and assist with early return to work for lost time injuries.

· Investigate, review and implement corrective actions from incidents.

· Maintain incident data base and provide monthly summaries for facility.

· Analyze all accidents/incidents to ensure root cause identification and corrective action.

Any other responsibilities as assigned:

· Set objectives for the HSE Coordinator. Will represent the HSE function at APC management meetings.

· Perform salary and performance reviews and conduct interviews and make recommendations for new hires, consultants and/or replacement personnel.

· Directs and oversees education of HSE staff at location to ensure staff remains current with industry and technical advances.

· Attend and participate in all company mandated meetings.

· Provide assistance in areas such as communication with employees and vendors, data compilation, preparation of reports, meeting minutes, etc.

SUPERVISORY RESPONSIBILITIES: Manage a team of one to three HSE Coordinators.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Bachelor’s degree (Engineering, Occupational Health, EHS Management) from four-year college or university, three years related experience and/or training, or equivalent combination of education and experience implementing EHS programs in a manufacturing environment. Knowledge of Occupational Safety & Health Administration (OSHA), Environmental Protection Agency (EPA), Process Safety Management (PSM) regulations is required. Designation as a Certified Safety Professional (CSP) is preferred. Must have experience interpreting regulatory requirements and implementing and coordinating OSHA compliance programs.

LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages.

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. The ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
