The majority of inspections and investigations will be conducted in the north texas area and surrounding dallas/fort worth areas.

Under the direct supervision of the foods north manager and the daily direction of the sanitarian ii team leads, this position works independently with full professional competence to perform highly technical, complex federal contract and non-contract inspections of 40+ types of food manufacturers including the following kinds of processors: low acid canned foods, acidified food processors, pasteurized juice, aseptic foods, bottled water, seafood, dietary supplements, bottling plants (wine, beer, soft drinks), bakeries, re-packers, warehouses, salvage firms, and many other types of manufacturers for which the division is responsible for ensuring compliance with the texas food, drug, and cosmetic act and the good manufacturing practices regulations. Investigates illegal activities involving food manufacturers, warehouses, re-packers, and salvage facilities. Responds to complaints and disasters involving food and drug products; collects necessary samples; and prepares highly technical written and electronic reports documenting inspectional findings. Uses initiative and independent judgment in performing duties. Employee actively participates and/or serves in a supporting role to meet the agency's obligations in response and/or recovery in continuity of operations (coop) activation.

Essential job functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Performs highly technical, complex federal contract and non-contract inspections of 40+ types of food processing facilities inducing: low acid canned foods, acidified foods, pasteurized juices, cheese, aseptic foods, bottled water, seafood, dietary supplements, bottling plants (wine, beer, soft drinks), bakeries, re-packers, warehouses, salvage firms, and many other manufacturers for which the division is responsible for compliance with the texas food, drug, and cosmetic act and the good manufacturing practices regulations. Uses assorted inspectional equipment. Supports objectionable conditions using such documentation as samples, photographs, filth exhibits, and written records. Completes detentions and destructions according to division policy. Completes and issues a written notice of inspectional observation for inspected facilities prior to completing the inspection. Prepares highly technical and detailed inspection reports for all establishment inspections. Utilizes word processing, databases, spreadsheet software, mobile inspections software, and a laptop computer to complete inspection reports and submit the reports according to division policy for review and possible regulatory action.

Investigates complaints involving food products and prepares detailed reports of findings. Investigates food borne disease outbreaks and documents findings. Conducts special investigations involving food imports, disasters, special sampling assignments, certificates of free sale requests, and other special assignments as directed.

Provides information and assistance on food related subjects as requested by citizens, regulated industry, and other local, state and federal agencies. Prepares technical presentations on applicable subject for division training programs, as requested. Provides information as requested to food manufacturers, wholesalers, and salvage establishment operators. May provide training to local health department food inspection personnel. Participates in available educational programs and training presented by the division, the u.s. Food and drug administration, the department (dshs), and additional outside training as directed by the division or manager.

Participates in regulatory actions including presenting technical information regarding inspections and may give testimony during hearings and court trials; prepares special reports, summaries, and exhibits for use by counsel during hearings and trials.

Completes electronic travel reports, monthly activity reports (mar), time sheets, and other division reports as required.

Safe operation of either a state owned vehicle or personal vehicle is required to conduct state business and acceptable driving record must be maintained in accordance with dshs policy os-3901, fleet operations and management & procedures and standards developed by the texas department of public safety

Knowledge skills abilities:

Thorough knowledge of state and federal food safety laws and regulations covering the various types of food industry, food processing, food labeling, and distribution. Includes applicable parts of the code of federal regulations, texas food, drug and cosmetic act, texas administrative code and the good manufacturing practices regulation.

Knowledge of the theory and practical applications of disciplines to include but not limited to; microbiology, biology, biochemistry, chemistry, epidemiology, statistics, thermodynamics, nutrition, food toxicology.

Knowledge and skill in selecting, adapting, and applying investigative methods and negotiating techniques in order to conduct, and complete professional inspections.

Knowledge of the technical aspects of inspections of various types of food manufacturers, wholesalers, distributors, salvage establishments and brokers; equipment utilized by these firms; and the equipment used for conducting inspections (computer, camera, black light, ph meter, etc.)

Skill in verbal and written communication.

Skill in word processing, database, spreadsheet software, and mobile inspection software for submission of written correspondence, reports and presentations.

Ability to organize and prioritize workload to meet deadlines.

Ability to exercise good professional judgment in evaluating situations and making decisions.

Ability to communicate effectively with regulated industry and the general public.

Ability to plan, prepare and present technical programs related to food safety.

Ability to deal tactfully and effectively with co-workers, managers, the public and regulated industry.

Ability to maintain confidentiality of information and documents where appropriate.

Ability to perform inspectional work which may require using ladders or catwalks to access equipment, lifting/carrying up to 50lbs, pulling/pushing up to 100lbs., and standing for extended periods of time.

Ability to identify rodent and insect filth in dimly lighted areas during inspections.

Ability to review and understand documentary evidence such as invoices and records relating to food processing, warehousing, and distribution.

Ability to provide own transportation for the purpose of conducting inspections and receiving training.

Ability to occasionally work outside normal duty hours and adjust work week to accommodate workload, and to be available for emergency or disaster response involving food or drugs (24 hour on call).

This position may be understaffed. The successful applicant must meet educational requirements and pass the professional sanitarian exam within six (6) months from the initial date of employment. The successful applicant must achieve professional registered sanitarian status within (2) years of the date of employment. This position is being posted as environmental protection specialist i (eps i) which is understaffed from this position's established classification of sanitarian i. This environmental protection specialist i will utilize a working title of sanitarian-in-training (sit). The texas department of state health services sanitarian registration program will determine whether an applicant meets the educational requirements and gives credit for relevant work experience to determine the applicant's qualifying status as one of the following:

Environmental protection specialist (eps i)/sanitarian-in-training (sit): bachelor's degree in public health, food and nutrition, or a natural, basic, environmental or other science discipline from a us accredited college/university (or foreign education that has been determined to be equivalent by an acceptable education evaluator) with at least 30 semester hours in basic science or natural science or any combination.

Or

Professional registered sanitarian (registered sanitarian license - rs) - state of texas.

Bachelor's degree in public health, food and nutrition, or a natural, basic, environmental or other science discipline from a us accredited college/university (or foreign education that has been determined to be equivalent) with at least 30 semester hours in basic science or natural science or any combination thereof and acquires two (2) years of experience in the field of sanitation.

Registered sanitarian is preferred.

This is a career track position. The salary for an environmental protection specialist i is from $2,909.83 - $3,333.33 per month, based on experience. This salary will be maintained until the applicant meets the requirements of a professional sanitarian--a maximum of two years based on qualifying status. The successful applicant must achieve professional sanitarian status within two years from the date of employment. After meeting the professional sanitarian requirements, the position will be re-classified as a sanitarian i with a corresponding salary of $3,916.66 per month. Should an applicant currently possess professional sanitarian registration and be selected for the position, the applicant will be paid at the sanitarian salary of $3,916.66 per month.

Please note the salary will be started $3916.66/month for a sanitarian i, unless the candidate is internal in which case a 7% increase may be applied for a promotion or a 3.4% increase may be applied when the candidate is in the same salary group but different class title and job code.

The location of this position is flexible and is contingent on the needs and best work practices for the agency. Use of safety equipment may be required. Duties may require irregular working hours other than m-f/8-5, overnight travel, and being on call or available to respond to emergency situations. Frequent daytime travel will be required to perform duties. Safe operation of either state owned vehicle or personal vehicle is required to conduct state business.
